      Upon approval of the Government of Zengcheng District, the Management Measures for Postdoctoral Funding in Zengcheng District, Guangzhou City is hereby issued to you for implementation. In case of any problems encountered in the process of implementation, please directly reflect to the Human Resources and Social Security Bureau of the District.

    Management Measures for Postdoctoral Funding in Zengcheng District, Guangzhou City

    Chapter I General Provisions

      Article 1In order to vigorously promote the high-quality development of talent work in Zengcheng District in the new era, build a talent highland in eastern Guangzhou in the new era, standardize and optimize postdoctoral management work in the District, and increase efforts to introduce and cultivate high-level talents, the Measures are formulated combined with the actual situation of the District.

      Article 2The Measures are applicable to the funding for postdoctoral research workstations (hereinafter referred to as workstations), postdoctoral research workstation substations (hereinafter referred to as substations), postdoctoral research mobile stations (hereinafter referred to as mobile stations), Guangdong Provincial doctoral workstations (hereinafter referred to as provincial doctoral stations), and postdoctoral innovation practice bases (hereinafter referred to as innovation practice bases) of units subordinate to the District, as well as the recruitment, training, and management of postdoctoral researchers.

      The units subordinate to the District referred herein refers to:

      Enterprises and public institutions, and social organizations with the registered address located within the jurisdiction of Zengcheng District, Guangzhou City, with an independent legal entity, and pay taxes in Zengcheng District, Guangzhou City in accordance with the law.

      The mobile stations referred herein refers to organizations within the first-level disciplines authorized to confer doctoral degrees in higher education institutions or research institutes that have been approved to recruit postdoctoral researchers. The workstations referred herein refers to organizations within enterprises and public institutions and other organizations with independent legal person qualification that have been approved to recruit postdoctoral researchers. The innovation practice bases referred herein refers to enterprises, scientific research-oriented public institutions and technology incubators that have been approved to recruit postdoctoral researchers through mobile stations.

    Chapter 2 Funding Support

      Article 3The Human Resources and Social Security Bureau of Zengcheng District, Guangzhou City is the comprehensive management department for postdoctoral work in the District, responsible for carrying out postdoctoral management and service work in accordance with relevant regulations.

      Article 4The District finance establishes the postdoctoral special funding to provide financial support to the postdoctoral training platforms established by units subordinate to the District and the recruited postdoctoral researchers. The scope of funding is as follows:

      (I) Funding for newly established stations (bases). For newly established workstations, substations, and mobile stations after January 1, 2022, the District finance will provide a station construction subsidy of RMB600,000 Yuan each; for newly established provincial doctoral stations and innovation practice bases after January 1, 2022, the District finance will provide a station construction subsidy of RMB300,000 Yuan each. If provincial doctoral stations and innovation practice bases have been approved to establish workstations and substations, the difference shall be made up according to the corresponding funding standards.

      (II) Daily funding support. The stations (bases) establishing units will be subsidized for the daily expenses during the postdoctoral work. For each postdoctoral researcher recruited, RMB50,000 Yuan will be granted for the daily expenses after passing the proposal assessment.

      (III) Research project funding. For each postdoctoral researcher recruited to the station (base), after passing the proposal assessment, the District finance will provide a one-time funding of RMB200,000 Yuan for scientific research.

      (IV) Living allowance. For postdoctoral researchers recruited into the stations (bases) who have completed the proposal assessment and qualified in the mid-term assessment, the District finance will provide an annual living allowance of RMB100,000 Yuan per person for a period of 2 years.

      The District finance will not provide living allowances for the following postdoctoral researchers in the stations: (1) On-the-job personnel who engage in postdoctoral research at the stations (bases) establishing units; (2) Doctoral students who have been employed by the stations (bases) establishing units for more than one year, and have returned to their original unit (including internal or affiliated units of the group) for postdoctoral research after leaving the position or resigning.

      (V) Settlement allowance. Postdoctoral researchers who work full-time for enterprises and public institutions subordinate to the District within one year after completing their research term and sign a labor contract (employment agreement) for more than three years, or who start their own businesses in the District within one year after completing their research term and leaving the station, will receive a settlement allowance of RMB200,000 Yuan from the District finance (RMB100,000 Yuan per year, disbursed for two years). Each postdoctoral researcher can only enjoy the settlement allowance once in the District.

      Article 5The above-mentioned funding support shall be applied for by postdoctoral researchers or stations (bases) establishing units through the “Guangzhou Doctoral and Postdoctoral Management System”, reviewed by the Human Resources and Social Security Bureau of the District, and publicly announced on the “Portal Website of the People’s Government of Zengcheng District, Guangzhou City” for 7 days. After no objections are raised, the funding disbursement procedures shall be handled in accordance with the prescribed procedures.

      Article 6The above-mentioned financial support will not be approved for workstations (substations), mobile stations, provincial doctoral stations and innovation practice bases that have not been reviewed by the Human Resources and Social Security Bureau of the District, and their recruited postdoctoral researchers.

    Chapter 3 Supervision of Funds

      Article 7Purpose of Funds

      (I) The funding for newly established stations (bases), daily funding support, and research project funding shall be managed and used by the stations (bases) establishing units, with separate accounts and earmarked for specific purposes, mainly used for the procurement of scientific research equipment, scientific research conferences, recruitment of scientific researchers, expenditure on scientific research sites, and other scientific research expenses, travel expenses, etc.

      (II) Daily funding support can be used for the management fees required for recruiting postdoctoral researchers, fees for organizing postdoctoral assessment, business training, overseas recruitment, and other expenses.

      Research project funding shall be used for postdoctoral research projects that apply for funding. Within one month after the completion of the project, the stations (bases) establishing units shall report the use of funds and a summary of scientific research projects to the Human Resources and Social Security Bureau of the District.

      (III) The postdoctoral living allowance and settlement allowance shall be allocated and used by the postdoctoral researcher applying for funding.

      Article 8Management and Supervision of Funds

      (I) The funded units and individuals shall be responsible for the authenticity, completeness, validity, and legality of the materials submitted.

      (II) The stations (bases) establishing units shall strengthen fund management, strictly use funds reasonably according to their intended use, consciously accept supervision from relevant departments, and handle fund use procedures in accordance with financial management regulations.

      (III) Postdoctoral researchers who withdraw from the station shall have their stations (bases) establishing units settle the funding for the research project and report it to the Human Resources and Social Security Bureau of the District. The remaining funds shall be handed over to the District finance authorities; and for those who have already received living allowances, the corresponding subsidy funds will be refunded to the District finance authorities according to their on-station time.

      (IV) The Human Resources and Social Security Bureau of the District will be responsible for supervising and inspecting the management and use of funds, conducting timely audits of project funds, and evaluating the performance of project implementation.

    Chapter 4 Supplementary Provisions

      Article 9Matters not covered in the Measures shall be implemented in accordance with the relevant documents of the Ministry of Human Resources and Social Security of the state, the National Postdoctoral Management Committee, and the province and the city.

      Article 10The Measures shall come into effect from the date of issuance and shall be valid for 5 years.
