　　Guangzhou City Zengcheng District Zengcheng Economic and Technological Development Zone Measures to Promote the Development of Ultra-high Definition Video and New Display Industries (Revised)

　Chapter 1 General Provisions

　　Article 1 In order to implement the national, provincial, and municipal strategic deployment on the development of ultra-high definition video and new display industries, promote the cluster development of ultra-high definition video and new display industries in Zengcheng District, attract ultra-high definition video and new display industry chain and supply chain projects to settle in, and based on the "Action Plan for Developing the Strategic Pillar Industry of Ultra-high Definition Video in Guangdong Province and Accelerating the Construction of the Ultra-high Definition Video Industrial Development Experimental Zone (2023-2025)" (Guangdong Provincial Department of Industry and Information Technology Electronics No. 20, 2023), the "Regulations of the Zengcheng Economic and Technological Development Zone" and other relevant regulations, this measure is formulated in accordance with the actual situation in Zengcheng.

　　Article 2 The ultra-high definition video and new display industry referred to in this regulation includes the development, manufacturing, and application of ultra-high definition video and new display products such as high-generation TFT-LCD (thin film transistor liquid crystal display), QLED (electroluminescent quantum dot), Mini LED, AMOLED (active matrix organic light-emitting diode), printed OLED (organic light-emitting diode), Micro LED (micro light-emitting diode), laser display, 3D (three-dimensional) display, holographic display, electronic paper flexible display, graphene display, and other ultra-high definition video and new display products, as well as enterprises in the fields of key components, key equipment, and core materials manufacturing.

　　Article 3 This Measures applies to enterprises engaged in production and operation in Zengcheng with sound financial systems and no illegal and irregular behaviors in the field of ultra-high definition video and new display technologies.

Chapter 2 Promoting the Development of Industrial Chain Clusters

　　Article 4 【Support for Enterprise Growth】: During the validity period of this regulation, enterprises that produce ultra-high definition video and new display products with annual output exceeding 1 billion, 5 billion, 10 billion, 20 billion, 30 billion, and 50 billion yuan for the first time shall be awarded 100,000 yuan, 500,000 yuan, 1 million yuan, 2 million yuan, 3 million yuan, and 5 million yuan respectively as a one-time reward. If a company meets multiple reward criteria in the same year, it shall be rewarded according to the principle of "the highest reward for the same standard, no duplication."

　　Article 5 【Support for Industrial Chain Projects】For ultra-high definition video and new display industrial chain projects, those that complete the completion and commencement of production according to the agreement or contract for land use within the time stipulated in the investment project agreement shall be awarded a reward of 4% of the actual fixed asset investment (excluding land purchase costs) upon reaching a cumulative investment of RMB 50 million but less than RMB 200 million, 2% of the actual fixed asset investment upon reaching a cumulative investment of RMB 200 million or above. Each project shall be awarded a maximum of RMB 100 million.

Chapter 3: Strengthening Industrial Element Concentration

　　Article 6 【Support for Platform Construction】For new research institutions and laboratories in the ultra-high definition video and new display fields that have been recognized by the municipal or above level, a reward of 40% of the fixed asset investment in the platform will be given, with a maximum of 20 million yuan per project. If the support for the industrial chain project includes the platform construction investment, the reward will be given according to the principle of higher reward for the same support and no duplication.

　　Article 7 【Project financing support】For new industrialization projects in the ultra-high definition video and new display field, a subsidy of 2% (annual interest rate) of the actual loan amount incurred during the construction period will be provided to the project, with a term of 3 years. Each enterprise can receive a maximum subsidy of 1 million yuan per year.

　　Article 8 [Support for Industry Applications]: Support for deep exploration of 5G, ultra-high definition video, and convergence applications in advanced manufacturing, healthcare security monitoring, intelligent transportation, education and entertainment, etc. Create a number of application demonstration flagship projects recognized by the municipal or above level, and support projects with replicable and promotable effects at no more than 30% of the project investment total. Provide up to 3 million yuan of support per enterprise per year.

Chapter 4: Improving the Industrial Development Environment

　　Article 9: [Industrial Talent Attraction] Greater efforts will be made to attract talents (teams) in the ultra-high definition video and new display fields. For the high-level talent selection in the ultra-high definition video and new display fields that meet the relevant conditions, the current talent incentive policies in the district will be implemented to provide support for entrepreneurship, housing, and children's education. For the ultra-high definition video and new display enterprises that have annual revenue of RMB 100 million, RMB 500 million, and RMB 1 billion and achieve positive growth, respectively, a maximum of 5, 10, and 15 executive talent reward quotas will be provided, with the reward standard set at 4% of the executive talent's corresponding annual salary and wages, capped at RMB 1 million per person per year. If the enterprise meets multiple reward criteria in the same year, the reward will be granted according to the principle of "the highest reward without duplication."

　　Article 10 【Ensuring Production Electricity and Water Supply】For scaled-up ultra-high definition video and new display enterprises that have a positive growth rate in annual output, a subsidy of 20% of their industrial electricity and water fees, capped at 0.5% of their annual new output value, will be provided in the form of "pay first, reimburse later". Each enterprise will receive a maximum of 2 million yuan per year.

　　Article 11 【Deepening Industrial Cooperation and Exchange】Support enterprises to independently or entrust relevant institutions to host or co-host industrial development conferences and other activities that meet the conditions in the district, and provide a one-time subsidy of 50% of the activity expenses. The cumulative annual subsidy for the same enterprise shall not exceed 1 million yuan.

　　Article 12 【Optimizing Business Environment】Full implementation of national, provincial, and municipal tax reduction and exemption policies related to the ultra-high definition video and new display industries, actively supporting enterprises to apply for them. Enhance the level of customs clearance services for outbound and inbound travel of the ultra-high definition video and new display industries, providing convenient services such as centralized inspection,on-site inspection, non-destructive inspection, and one-stop fast clearance for key enterprises in the ultra-high definition video and new display industries.

Chapter V - Supplementary Provisions

　　Article 13: In the event that the provisions of this regulation overlap or are similar to those of other preferential policies within the zone, the same talent, enterprise, or project shall enjoy the higher policy without duplication. For projects with funding support specified in the investment agreement, they shall no longer be eligible for the support and rewards under this regulation.

　　Article 14. The terms "the highest", "above", and "not exceeding" used in this regulation shall all include the figure itself. The total amount of national, provincial, municipal, and district support and rewards shall not exceed the actual investment of the project. The total amount of support and reward funding received by the enterprise in a given year shall not exceed 1.2% of the enterprise's corresponding annual output (revenue for research and development projects) according to the investment agreement. The regulation shall open up all or part of the provisions for application and calculation of actual reward amounts based on the annual budget planning and operation of the fiscal year. The specific application materials required for support and reward are determined by the substantive review and distribution department and specified in the application guide.

　　Article 15: The subsidy and award funds shall be directly transferred to the enterprise's basic account. The tax-related expenses incurred by the enterprise in obtaining the award funds shall be borne by the enterprise. Except for talent awards, the award funds shall be used for production and manufacturing cost expenditures of the enterprise.

　　It is strictly prohibited for any units, enterprises, and individuals to fraudulently obtain, claim, withhold, encroach upon, divert, misuse, or abuse support and reward funds. Those who violate the regulations shall be subject to penalties and disciplinary action by relevant authorities in accordance with the Regulations on Punishment and Disciplinary Action for Breaches of Financial Management. If the violators are suspected of committing crimes, they will be referred to the judicial authorities for prosecution in accordance with the law.

　　Article 16 This Measures shall come into force upon its issuance and shall remain in effect until December 31, 2028. Support policies that need to be fulfilled by the end of the validity period shall be carried out until completion.
