Measures for Promoting the High Quality Development of the Textile and Clothing Industry in Zengcheng District

Chapter I  General Principles

　　Article 1 In order to implement the spirit of documents such as the Notice on Issuing Implementation Opinions on Further Promoting the High Quality Development of the Textile and Clothing Industry by Department of Industry and Information Technology of Guangdong Province (Yue Gong Xin XiaofeiHan [2023] No.2) and Notice on Issuing Three Year Action Plan for the High Quality Development of the Guangzhou Fashion Industry Cluster by Guangzhou Municipal Industry and Information Technology Bureau and Guangzhou Municipal Commerce Bureau (Sui Gong Xin Han [2022] No.200), As well as the work plan of the district committee and government on promoting the high-quality development of the textile and clothing industry, steadily increasing the scale of the entire textile and clothing industry in the region, promoting the high-quality development in various aspects of production and manufacturing, and creating a textile and clothing industry cluster with core competitiveness, these Measures are formulated.

　　Article 2 The objects supported by these measures include enterprises in various links of the textile and clothing industry chain in this region, as well as enterprises that drive the scale development of the entire textile and clothing industry in the region.

　　Chapter II   Supporting Enterprises to Expand Scale and Improve Production Capacity

　　Article 3 Encourage textile and clothing manufacturing enterprises to increase their production efforts. For textile and clothing manufacturing enterprises above designated size with an annual output value of "over 100 million yuan with a year-on-year increase of more than 10%" or "under 100 million yuan with a year-on-year increase of more than 20%", a scale up reward of 0.2% of the annual output value increment shall be given.

　　Article 4 Encourage leading enterprises, main enterprises in the industrial chain, supply chain integration service enterprises, etc. to include textile and clothing manufacturing enterprises above designated size in the region in the supplier list, and build an industrial ecosystem for common development. For textile and clothing manufacturing enterprises above designated size in the region with a product quota exceeding 1 billion yuan in the previous year, a maximum of 2 million yuan will be given as a leading and driving reward for each additional purchase of 1 billion yuan in the current year.

　　Article 5 Encourage the construction of new textile and clothing industry cluster projects (hereinafter referred to as "projects") through the addition of industrial land, revitalization of existing industrial land, or village collective land retention. Projects with investment in fixed assets investment of infrastructure exceeding 50 million yuan and total output value of settled textile and garment manufacturing enterprises exceeding 500 million yuan in the current year:

　　(a) Support the registration and transfer of industrial buildings (state-owned ordinary industrial land) for projects that have been confirmed and registered, with fixed boundaries such as buildings, floors, and rooms as the basic units. The minimum building area of the unit shall not be less than 500 square meters. The requirements and recognition procedures for the transferee of industrial buildings for projects that have been divided and transferred shall be implemented in accordance with relevant municipal regulations. The proportion of industrial housing division and transfer in the project shall not exceed 60% of the total capacity building area after deducting the calculated capacity building area of supporting administrative office and living service facilities. The industrial buildings and supporting facilities of the project shall not be transferred again within 5 years from the date of completion of the real estate registration of the division transfer.

　　(b) For textile and clothing manufacturing enterprises with a year-on-year increase of over 10% in output value for renting industrial properties, a rental subsidy of no more than 5 yuan/month/㎡ shall be provided.

　　Chapter III  Support for Enterprise Technology Transformation, Design and Research and Development

　　Article 6 For textile and clothing manufacturing enterprises with an annual output value exceeding 100 million yuan and maintaining positive growth, if they implement digital and intelligent transformation projects, a digital and intelligent transformation reward shall be given at a maximum of 15% of the completed technical transformation investment of the project in the current year.

　　Article 7 Encourage enterprises to improve product quality, and give quality improvement rewards to textile and clothing manufacturing enterprises above designated size that meet the conditions:

　　(a) For those who have won awards such as the China Industrial Award, China Quality Award, and National Quality Benchmark in the textile and clothing industry, a one-time reward will be given at a maximum of 1 million yuan per award.

　　(b) For those who have won provincial government quality awards in the field of textile and clothing, a one-time reward will be given based on a maximum of 500000 yuan per award.

　　Article 8  Innovation platform rewards shall be given to eligible enterprises:

　　(a) For those newly recognized as national textile and clothing manufacturing innovation centers, enterprise technology centers, industrial design centers, engineering (technology) research centers, technology innovation centers, new research and development institutions, or national textile and clothing creative design pilot demonstration parks (platforms), a one-time reward of no more than 1 million yuan per unit will be given.

　　(b) For those newly recognized as provincial-level textile and clothing manufacturing innovation centers, enterprise technology centers, industrial design centers, engineering (technology) research centers, technology innovation centers, industrial design centers, new research and development institutions, a one-time reward of no more than 500000 yuan per unit will be given.

　　Article 9 Textile and clothing manufacturing enterprises that meet the conditions shall be rewarded with brand enhancement according to the following standards:

　　(a) For textile and clothing manufacturing enterprises that have newly obtained recognition of Chinese well-known trademarks, a one-time reward shall be given at a maximum of 1 million yuan per enterprise.

　　(b) For textile and clothing manufacturing enterprises that have acquired or obtained the right to use well-known domestic and foreign trademarks for 5 years or more, and whose annual output value of the trademark brand clothing exceeds 100 million yuan after the acquisition or authorization, a one-time reward of up to 500000 yuan or 200000 yuan shall be given respectively.

　　Article 10 Encourage the introduction and cultivation of industry talents. For textile and clothing enterprises with an annual output value exceeding 100 million yuan and maintaining positive growth in the current year, if new employees are recruited, labor or employment contracts with a continuous service period of 3 years or more are signed, employment registration is processed, and social insurance premiums and individual income tax are paid in our district for more than 6 months, the following subsidies will be given to talents:

　　(a) For those with a professional and technical junior professional title or a full-time undergraduate degree, a subsidy of no more than 2000 yuan per person shall be provided; Those who hold intermediate professional titles, senior technicians, or full-time master's degrees, a subsidy of no more than 5000 yuan per person shall be provided. A single enterprise receives this subsidy for no more than 20 people per year.

　　(b) Employees with industry professional and technical vice senior titles or full-time doctoral degrees will receive a maximum settlement subsidy of 70000 yuan per person; Employees with professional and senior professional titles in the industry will receive a maximum settlement subsidy of 120000 yuan per person. The subsidy will be disbursed in three years at a ratio of 30%, 30%, and 40%.

　　If it meets both this clause and other talent policies within the region, the same talent can choose one of them and cannot be enjoyed repeatedly.

　　Article 11 Encourage enterprises to strengthen their original designs and provide the following creative design rewards to eligible designers:

　　(a) Designers who participate in the China Fashion Design Golden Summit Award, China's Top 10 Fashion Designers, and the International Textile and Clothing Design Competition and win awards, a one-time reward of no more than 1 million yuan per award will be given.

　　(b) For those who have been selected and released as original design products or textile and clothing boutiques through the "Provincial Governor's Cup" Industrial Design Competition Textile and Clothing Special Competition, a one-time reward will be given according to the standard of no more than 500000 yuan per award.

　　(c) For textile and clothing designers who participate in provincial textile and clothing industry skill competitions and win awards, or are included in the provincial industry talent pool, a one-time reward of no more than 200000 yuan per person will be given.

　　Article 12 Encourage cooperation in cultivating technical and skilled talents. For textile and clothing manufacturing enterprises with an annual output value exceeding 100 million yuan and maintaining positive growth, if they sign cooperation agreements with vocational colleges, higher education institutions, or public training bases in the district in the same year, accept a total of 20 or more fresh graduates, register for employment, and pay social insurance premiums and personal income tax in the district for more than 6 months, those enterprises will be given a talent training reward of no more than 100000 yuan.

　　Article 13 Encourage the construction of public service platforms for innovative development of the textile and clothing manufacturing industry through new economic forms and models such as internet celebrity economy and IP culture, provide open and public resources, cultivate "Xintang Optimal Selection" brand enterprises, and give the following rewards to platforms and enterprises that meet the conditions:

　　(a) If the service platform provides scientific research, technical services, internet services, software information, business services, cultural creativity and other public service businesses to textile and clothing manufacturing enterprises in the district that have no investment relationship with it, and the annual operating income of a single business exceeds 20 million yuan, a public service subsidy of up to 0.7% of the annual operating income shall be given.

　　(b) For enterprises with an annual output value exceeding 50 million yuan and selected for the "Xintang Optimal Selection" key cultivation library, a platform optimization reward of 50000 yuan will be given, with no more than 30 companies per year.

　　Chapter IV  Supporting Enterprises in Market Expansion and Sales Expansion

　　Article 14 Support the development of domestic and international markets through various means. For textile and clothing manufacturing enterprises above designated size that maintain positive growth and participate in domestic and foreign brand promotion, procurement, and trade promotion activities twice or more in the same year, a maximum exchange and promotion subsidy of up to 100000 yuan will be provided based on 30% of the booth fee (including special decoration fee).

　　Article 15 Encourage trading platforms within the district to expand sales channels for textile and clothing. For sales companies, e-commerce platforms, and independent cross-border e-commerce stations, if they drive one textile and clothing manufacturing enterprise above designated size to achieve an annual output value increase of 50 million yuan compared to the previous year through their own business, a platform promotion reward of no more than 100000 yuan shall be given.

　　Article 16 For textile and clothing manufacturing enterprises above designated size that directly entrust live streaming e-commerce platforms within the district to expand sales, and achieve a year-on-year increase in output value of more than 20 million yuan through live streaming in the same year, a maximum live streaming commission subsidy of up to 200000 yuan shall be given based on 10% of the actual commission generated.

　　Chapter V  Support for Enterprise Washing and Bleaching Innovation and Green Development

　　Article 17 Encourage state-owned enterprises or other market entities to build or integrate washing, bleaching, printing and dyeing projects; Allow existing washing, bleaching, printing and dyeing enterprises to adapt to market demand and upgrade their production equipment without breaking through the total constraints of sewage and pollutant emissions.

　　Article 18 For textile and clothing manufacturing enterprises above designated size and maintaining positive growth, a maximum subsidy of up to 300000 yuan for washing and bleaching costs shall be provided based on 10% of the expenses incurred by non affiliated washing, bleaching, printing and dyeing enterprises within the district in the current year.

　　Chapter Ⅵ  Supplementary Provisions

　　Article 19 Establish a support fund for promoting high-quality development of the textile and clothing industry in Zengcheng District, which will be incorporated into the annual budget of Bureau of Science and Technology, Industry, Commerce and Information, Zengcheng District. Unless otherwise specified, those who comply with similar policies or investment agreements within the district shall enjoy the principle of high non repetition. A single enterprise shall receive a maximum of 0.7% of the corresponding annual output value (or operating income) of the enterprise in the current year, and an individual shall receive a maximum of 4% of the corresponding annual salary and wages in the current year.

　　Article 20 This Policy shall come into force as of the date of promulgation and shall be valid until December 31, 2026. Support policies that need to be fulfilled after the expiration of the validity period shall continue to be fully implemented. The policy declaration will be optimized and adjusted according to the financial situation, and the issued declaration notice shall prevail.
