      Administrative Measures for Zengcheng District Qiaomengyuan Sub-parks and Project Evaluation (Revision) have been approved by the District Government and the Administrative Committee of the Development Zone and are hereby issued to you for your earnest implementation. Problems encountered in the implementation shall be directly reported to the Scientific and Technological Innovation Bureau of the Development Zone.

    Administrative Measures for Zengcheng District Dream Incubator of Oversea Chinese Sub-parks and Project Evaluation

    (Revision)


    Chapter I General Provisions

      Article 1 General Goals

      To make full play of the platform advantages of Zengcheng Dream Incubator of Oversea Chinese, encourage returned overseas Chinese, high-end talents from Hong Kong, Macao, Taiwan, and the mainland, and overseas Chinese businessmen to innovate and start businesses in the Dream Incubator of Oversea Chinese, accelerate industrial clustering, project implementation, and introduction of high-end talents, and better serve the development of key industries such as intelligent connected vehicles (ICVs), new energy vehicles (NEVs), semiconductors, integrated circuits (ICs), ultra-high definition (UHD) videos, new displays, bio-medicine, intelligent equipment, new energy, and new materials in the district, these Measures are hereby formulated based on the guiding principles of relevant national, provincial, and municipal documents such as the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area.

      Article 2 Organizational Structure

      A leading group dedicated to the Dream Incubator of Oversea Chinese Sub-parks and the evaluation of talent projects (hereinafter referred to as the “Leading Group”) shall be established. The group leader shall be a district government official in charge of sci-tech innovation and deputy group leaders shall be served by an official from the Scientific and Technological Innovation Bureau of the Development Zone and an official from the Organization Department of the CPC Zengcheng District Committee. Member departments include the Organization Department of the CPC Zengcheng District Committee, United Front Department of the CPC Zengcheng District Committee, Zengcheng District Development and Reform Bureau, Zengcheng District Finance Bureau, Zengcheng District Bureau of Human Resources and Social Security, Zengcheng District Bureau of Housing and Urban-Rural Development, Zengcheng District Branch of Planning and Natural Resources Bureau of Guangzhou Municipality, Investment Promotion Bureau of the Development Zone, and Scientific and Technological Innovation Bureau of the Development Zone. The office of the Leading Group is located at the Scientific and Technological Innovation Bureau of the Development Zone. The group is responsible for establishing and implementing the management mechanisms of access, review, and assessment of parks and projects.

      Article 3 Fund Allocation

      Zengcheng District Finance Bureau is responsible for arranging the special funds required by the Measures, planning and supervising the fund budget and performance management, and, if necessary, conducting key performance evaluations on the funds.

      Article 4 Implementation Principles

      The Measures follow the “fair, just, and open” principle, implement a system of “independent declaration, eligibility reviews, collective decision-making, publication, supervision, and management”, and provide subsidies and rewards to applicants who meet the specified conditions after reviews.

    Chapter II Support Recipients

      Article 5 Dream Incubator of Oversea Chinese Sub-parks

      To be eligible for a platform of the Dream Incubator of Oversea Chinese, an applicant must meet the following conditions:

      (1) The applicant has made positive actions in implementing the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area and established cooperation ties with innovation and entrepreneurship organizations in Hong Kong, Macao, Taiwan, and overseas.

      (2) The applicant has a special operating agency, management system, and methods for project evaluation and assessment. The applicant has no less than two full-time managers who have received training certificates for business incubation practitioners and is able to provide four or more entrepreneurial services such as legal, talent, financial, marketing, taxation, and R&D services.

      (3) The applicant has a site of no less than 500 square meters for the first phase of a Dream Incubator of Oversea Chinese sub-park, of which the venues for enterprises (including public service venues) account for no less than 50%. For a non-self-owned property, the applicant must have the right of control thereof for at least 5 years.

      (4) The applicant has independently or jointly established an incubation fund of no less than 1 million yuan.

      (5) The applicant’s park has 10 or more than 10 technological enterprises or innovative and entrepreneurial teams.

      Article 6 University Student Start-up Projects

      The project should be a technological enterprise that is established by full-time postgraduates, undergraduates, or people who graduated within the past two years and have a college degree or above. The enterprise should be held by the project team, engage in new technologies, new product development, production, and services, and have settled in Zengcheng Dream Incubator of Oversea Chinese Park.

      Article 7 Growing Start-ups

      The project should be a technological enterprise that has not been operational for more than 24 months when settling in the Dream Incubator of Oversea Chinese, and has been incubated in the Dream Incubator of Oversea Chinese for no more than 48 months (no more than 60 months for biomedicine, modern agriculture and integrated circuit enterprises). The enterprise should be held by the project team, and engage in new technologies, new product development, production, and services.

      Article 8 Quality Talent Projects

      The project leader should be a returned overseas Chinese, high-end talent from Hong Kong, Macao, Taiwan, and the mainland, or overseas Chinese businessman. The project should have been registered or be expected to register (including relocation) in the Dream Incubator of Oversea Chinese, and should have not been operational for more than two years. In addition, the project must meet the following conditions:

      1. The project leader must master the core technology or have independent intellectual property rights, and the project’s industrialization direction must be closely tied to the self-owned technology.

      2. The project team has at least three members and a reasonable organizational structure covering technology development, project management, marketing, finance, etc.

      3. The enterprise has a registered capital and a paid-up capital of no less than 500,000 yuan respectively, and is held by the project team. Or, the enterprise is recommended by the Talent Affairs Leading Group of the CPC Zengcheng District Committee.

      Article 9 Hong Kong, Macao, and Taiwan Youth Innovation and Entrepreneurship Projects

      The project should be an enterprise settled in the Dream Incubator of Oversea Chinese parks. The leader must be at the age of 45 or below and should be a Hong Kong and Macao resident with Chinese nationality or a Taiwan resident with a Mainland Travel Permit. The enterprise should have an actual operating team and at least 50% of its funding come from Hong Kong, Macao, and Taiwan.

      Article 10 Innovation and Entrepreneurship Service Center

      The project should be an independent legal entity that has settled in the Dream Incubator of Oversea Chinese and established cooperative relationships with governments, universities, research institutes, and associations in foreign countries, Hong Kong, Macao, Taiwan, and advanced domestic regions. It should be engaged in attracting investments, talents, and technologies to Zengcheng District.

    Chapter III Support Measures

      Article 11 Encouraging the High-quality Development of Dream Incubator of Oversea Chinese Sub-parks

      Platforms in the district are encouraged to create Dream Incubator of Oversea Chinese sub-parks in accordance with Article 5 of the Measures. Those passing the eligibility review will be granted a license. Licensed Dream Incubator of Oversea Chinese parks will be subject to annual performance evaluations. Based on the results, they will receive one of four grades: five stars, four stars, three stars, or unqualified. Operating agencies will be awarded 600,000 yuan, 300,000 yuan, and 200,000 yuan respectively if the parks they managed have been rated as five stars, four stars, and three stars. For parks where 60% or more of the incubated enterprises belong to key industries such as ICVs, NEVs, semiconductors, ICs, UHD videos, new displays, biomedicine, intelligent equipment, new energy, and new materials, and are rated with the mentioned star grades, the park operators will receive a bigger reward of 1 million yuan, 600,000 yuan, and 300,000 yuan, correspondingly.

      Article 12 Encouraging University Student Start-up Projects, Growing Start-ups, and Quality Talent Projects to Settle and Develop in Zengcheng

      (1) Subsidies for Innovation and Entrepreneurship of University Students After the selection, eligible candidates may enjoy a one-time start-up grant of 20,000 yuan for technological R&D, office rental, and daily operation. The subsidies are given to no more than 50 candidates per year.

      (2) Subsidies for Growing Startups After the selection, eligible candidates may enjoy a one-time start-up grant of 50,000 yuan for technological R&D, office rental, and daily operation. The subsidies are given to no more than 30 candidates per year.

      (3) Subsidies for Quality Talent Projects After the selection, eligible candidates may enjoy a one-time start-up grant for technological R&D, office rental, and daily operation. The subsidies are divided into three tiers and are given to no more than 30 candidates per year. The first tier grant is a one-time start-up grant of 300,000 yuan, which will be given to no more than 5 candidates. The second tier grant is a one-time start-up grant of 200,000 yuan, which will be given to no more than 10 candidates. The third tier grant is a one-time start-up grant of 100,000 yuan, which will be given to no more than 15 candidates.

      One out of every three candidate projects will be selected for the support policies listed above. If there are not enough projects submitted to meet the ratio, the figure will be rounded up. When a project is qualified for more than one support policy, the one with the highest amount shall apply. In principle, the accumulative support duration shall not exceed two years.

      Article 13 Supporting Hong Kong, Macao, and Taiwan Youth to Gather, Innovate, and Start Businesses

      Hong Kong, Macao, and Taiwan youth innovation and entrepreneurship projects in the parks may a rental subsidy for up to 50 square meters of their office areas. The subsidy will be given at up to 25 yuan per square meter under a post-grant approach for two years. If the actual office is less than 50 square meters, subsidies will be given in accordance with the actual rented area and the unit price of rent.

      A one-time start-up grant of 20,000 yuan will be given to Hong Kong, Macao, and Taiwan youth innovation and entrepreneurship projects after they have settled in the parks and have been operating on-site for 3 months.

      Article 14 Encouraging the Dream Incubator of Oversea Chinese Parks to Integrate with the Development of the Greater Bay Area

      For Dream Incubator of Oversea Chinese parks with 10 to 20 Hong Kong, Macao, and Taiwan youth innovation and entrepreneurship projects, a one-time award of 300,000 yuan will be given to the park operator. For parks with 20 or more of such projects, a one-time award of 600,000 yuan will be given to the park operator.

      Article 15 Encouraging Innovation and Entrepreneurship Service Centers to Attract Investments, Talents and Technologies

      Innovation and Entrepreneurship Service Centers will be given rewards based on their actual achievements in attracting investment, talents, and technologies. For every successful introduction of one university student-founded enterprise, one venture project established by Hong Kong, Macao, or Taiwan youth, one growing startup, one project set up by high-quality talents, and one project of a leading entrepreneurial team, the center will be awarded 2,000 yuan, 5,000 yuan, 10,000 yuan, 50,000 yuan, and 100,000 yuan respectively. This award is subject to an annual maximum of 1 million yuan per center.

      Article 16 Supporting Exchanges on Innovation and Entrepreneurship

      (1) Dream Incubator of Oversea Chinese parks are encouraged to independently or work with higher education institutions and research institutes to hold cross-regional, cross-sector research and technology exchanges at regional, national, and international levels, large-scale innovation and entrepreneurship competitions, forums, salons, project roadshows, and other activities. For any activity that has been reviewed and approved by the district, a subsidy will be given to cover  50% of its actual expenditure based on its impact, scale, and effect. This subsidy is subject to an annual maximum of 500,000 yuan.

      (2) Enterprises in the parks are supported to participate in domestic and international exhibitions and exchanges, and promote the transformation of their sci-tech achievements.
    Each enterprise may enjoy a subsidy that covers 50% of the actual exhibition costs. The subsidy is subject to an annual maximum of 200,000 yuan per enterprise.

      Core members of enterprises in the parks are supported to participate in international academic exchanges and field trips. For any activity in the supporting fields, a subsidy of up to 40,000 yuan will be granted.

      Article 17 Financial Support to Facilitate the Development of Enterprises in the Parks

      The Dream Incubator of Oversea Chinese Park Innovation and Entrepreneurship Guidance Fund will be established and 10 million yuan will be allocated to the first phase of the fund. The purpose of the fund is to make equity investments in creative business ventures with promising market prospects and a technology focus.

    Chapter IV Application Procedures

      Article 18 Application

      The application procedures covered in Chapter III of the Measures are implemented in accordance with the requirements of the notices issued by the organizing departments.

      For Article 11 Encouraging the High-quality Development of Dream Incubator of Oversea Chinese Sub-parks, Article 12 Encouraging University Student Start-up Projects, Growing Start-ups, and Quality Talent Projects to Settle and Develop in Zengcheng, and Article 15 Encouraging Innovation and Entrepreneurship Service Centers to Attract Investments, Talents and Technologies, applications are accepted and reviewed once a year. Those for other articles are accepted throughout the year and are reviewed every six months. Application notice will be issued on the official website of Zengcheng District People’s Government. Applicants are required to provide the necessary materials and be accountable for the legitimacy, accuracy, legality, and completeness of such materials.

      Article 19 Acceptance and Review

      The Scientific and Technological Innovation Bureau of the Development Zone is responsible for accepting and reviewing the application materials. Where the application materials submitted are incomplete or do not comply with the submission requirements, the Scientific and Technological Innovation Bureau of the Development Zone shall notify the applicant to file additional and/or revised materials within a specified time. The applicant shall add, revise, and resubmit the application materials in accordance with the requirements informed.

      Based on actual needs, the Scientific and Technological Innovation Bureau of the Development Zone may work with relevant town/subdistrict authorities or commission third-party agencies to review or evaluate the applications and form a list of proposed support recipients.

      Article 20 Publication

      The list of proposed support recipients will be made available to the public via the official website of Zengcheng District People's Government for seven days. The Scientific and Technological Innovation Bureau of the Development Zone will handle and reply to objections raised by any organization or individual to the list, if any.

      Article 21 Report and Determination

      Based on the review and publication of the list, the Scientific and Technological Innovation Bureau of the Development Zone shall submit the list of proposed recipients of support in Article 11 Encouraging the High-quality Development of Dream Incubator of Oversea Chinese Sub-parks and Article 12 Encouraging University Student Start-up Projects, Growing Start-ups, and Quality Talent Projects to Settle and Develop in Zengcheng to the Leading Group for review and approval; and submit the list of proposed recipients of support in Article 13 Supporting Hong Kong, Macao, and Taiwan Youth to Gather, Innovate, and Start Businesses, Article 14 Encouraging the Dream Incubator of Oversea Chinese Sub-parks to Integrate with the Development of the Greater Bay Area, Article 15 Encouraging Innovation and Entrepreneurship Service Centers to Attract Investments, Talents and Technologies, and Article 16 Supporting Exchanges on Innovation and Entrepreneurship to the leader of the Leading Group for determination.

      Article 22 Policy Implementation

      According to the final result, the Scientific and Technological Innovation Bureau of the Development Zone will submit the materials for fund allocation to Zengcheng District Finance Bureau, which will promptly allocate the funds according to the procedures and the support policies.

    Chapter V Performance Appraisal and Management

      Article 23 Dream Incubator of Oversea Chinese Sub-parks

      Dream Incubator of Oversea Chinese Sub-parks’ performance will be evaluated by specialists under the direction of the Scientific and Technological Innovation Bureau of the Development Zone, and if the results indicate that the parks’ performances are qualified or above, their licenses will be automatically renewed. If a park rated as unqualified fails to pass the assessment again after rectification, the Leading Group will be notified, and they will decide whether to revoke the park’s license. After the revoke of the license, if the support policies have not expired, enterprises in the park can apply for admission to other licensed sub-parks to continue to enjoy the support policies of the Dream Incubator of Oversea Chinese. Businesses that are still operating in their original park three months after the license was revoked can no longer enjoy the support policies of the Dream Incubator of Oversea Chinese.

      Article 24 Talent Projects and Hong Kong, Macao, and Taiwan Youth Innovation and Entrepreneurship Projects

      The Scientific and Technological Innovation Bureau of the Development Zone regularly carries out inspections on innovation and entrepreneurship projects of university students, growing startups,  high-quality talent projects, and Hong Kong, Macao, and Taiwan youth innovation and entrepreneurship projects to ensure that the support funds are dedicated to the specified projects and that the offices are used rationally.

    Chapter VI Supplementary Provisions

      Article 25 The Scientific and Technological Innovation Bureau of the Development Zone may commission certified third parties to review each project in the Measures that need be evaluated.

      Article 26 In the event of conflicts between the terms specified in the Measures and existing laws and regulations or normative documents, the higher laws and the content of documents with higher-level formulators shall prevail. In the event of duplication and overlaps in the Measures and other policies introduced in Zengcheng District for one project, the policy with the highest amount shall apply.

      Article 27 The Measures shall be implemented from the date of issue and shall be valid for three years. The previous Notice of the Office of Zengcheng District People’s Government of Guangzhou Municipality on Issuing the Management Measures for Zengcheng District Dream Incubator of Oversea Chinese Sub-parks and Project Evaluation (Zeng Fu Ban Gui [2019] No. 5) shall be repealed at the same time. During the validity of the previous Measures, the start-up support projects that have been approved or have passed the evaluation shall be carried out according to the previous Measures.

      Article 28 Certain support policies herein will be open according to the size and operation of the financial budget of the year. Specific arrangements shall be subject to application notices.

      Article 29 If any superior authorities and/or relevant district departments grant any Dream Incubator of Oversea Chinese parks titles of various types of bases or demonstration areas in response to business needs, the areas of the parks shall be determined by such superior authorities and/or relevant district departments and shall not be affected by the awarding and removal of the Dream Incubator of Oversea Chinese sub-park licenses.

      Article 30 The Measures shall be revised or terminated in accordance with the law if the relevant national laws, regulations, and policies have been modified, or if the Measures cannot be put into effect or the purposes cannot be fulfilled due to adjustment of the duties of government departments.
