    Support Measures of Zengcheng District for Promoting Scientific and Technological Innovation and Development

      (Revision)

      

    Chapter I General Provisions

      Article 1 These Measures are formulated in accordance with the core ideas of documents issued by the CPC Central Committee, the State Council, Guangdong Province, Guangzhou Municipality, and Zengcheng District on accelerating innovation-driven development. The purpose of these Measures is to enhance the district’s independent innovation capacity, high-tech business growth, and environment for innovation and entrepreneurship, so that innovation can become a strong driver of the district’s high-quality development.

      Article 2 Policy support will be preferentially channeled to the district’s key sectors and strategic emerging industries, such as intelligent connected vehicles (ICVs) and new energy vehicles (NEVs), semiconductors and integrated circuits (ICs), ultra-high-definition (UHD) videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. Greater efforts will be made to accelerate the cultivation of special industrial clusters.

      

    Chapter II Support for High-tech Enterprise Development

      Article 3 Businesses are supported to develop into high-tech enterprises. Newly-recognized high-tech enterprises through the recommendation of the district’s science and technology department may enjoy an award of 200,000 yuan.

      The clustering of high-tech enterprises is highly encouraged in key industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays. To this end, greater incentives are available for high-tech enterprises in these industries. Notably, for those qualified for the “Four Kinds of Enterprises” (i.e., industrial enterprises above the designated size; construction enterprises with certain qualifications; wholesale, retail, catering, and accommodation enterprises above the designated size; service enterprises above the designated size, which are included in the national economic statistics; the same below) may receive an increased award of 500,000 yuan; for other high-tech enterprises in the key industries, the award will be 300,000 yuan.

      An enterprise can only enjoy this recognition award once within the validity period of a high-tech recognition certificate. This recognition award also applies to enterprises from outside Guangzhou, which possess valid high-tech recognition certificates, have carried out actual production and operations in the district, and have completed the necessary change procedures.

      Article 4 High-tech enterprises are supported to expand and reach the designated size. High-tech enterprises may enjoy an award of 100,000 yuan when they become qualified for the “Four Kinds of Enterprises” for the first time.

      Article 5 High-tech enterprises are supported to upgrade their main business. An award of 100,000 yuan and 150,000 yuan will be granted when their main business incomes reach 50 million yuan and 200 million yuan for the first time respectively.

      Greater support is given to facilitate the high-quality growth of strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. High-tech enterprises in these industries may enjoy an increased award of 200,000 yuan, 300,000 yuan, and 600,000 yuan when their main business incomes reach 50 million yuan, 200 million yuan, and 500 million yuan respectively.

      Article 6 Industrial parks, incubators, sci-tech service agencies, and associations are supported to develop high-tech enterprise service stations. Where any institution has obtained approval for constructing Guangzhou High-tech Enterprise Service Stations through recommendation by the district’s science and technology department, the institution may enjoy an award of up to 100,000 yuan after passing the annual performance evaluation.

      High-tech enterprise service stations are encouraged to introduce high-tech enterprises from outside Guangzhou. A service station may receive an award of 50,000 yuan for every enterprise it introduced in the previous year, subject to a maximum of 500,000 yuan. Where the introduced high-tech enterprises are in strategic emerging industries such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials, an additional award of 50,000 yuan per enterprise will be given, subject to a maximum of 500,000 yuan.

      Introducing a high-tech enterprise shall mean having a non-Guangzhou registered company with a valid high-tech recognition certificate relocated to the district, with all necessary change procedures completed.

      Article 7 Incubators, accelerators, and makerspaces are supported to cultivate high-tech enterprises. An award of 50,000 yuan per high-tech enterprise cultivated in the previous year will be given, subject to a maximum of 500,000 yuan.

      Priority is given to the development of strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. Where any cultivated high-tech enterprises are in these industries, an additional award of 50,000 yuan per enterprise will be granted, subject to a maximum of 500,000 yuan.

      

    Chapter III Support for Industrial Innovation and Development

      Article 8 Enterprises and public institutions are supported to improve their independent innovation capacities. For first finishers of winning projects of national or provincial sci-tech awards, a matching fund of 100% will be given. Where any project has won both the national and provincial sci-tech awards, the enterprise or public institution may make two separate claims, but the total award amount for a project shall not exceed 3 million yuan.

      Article 9 To promote the commercialization of sci-tech achievements, awards are provided to enterprises or institutions in the district for technology contract registration. Where an enterprise or institution’s annual total value of technology trade with non-affiliated companies, as measured in the registered technology contracts, has reached 5 million yuan, 20 million yuan, 50 million yuan, 100 million yuan, 500 million yuan, and 1 billion yuan, an award of 20,000 yuan, 50,000 yuan, 100,000 yuan, 200,000 yuan, 300,000 yuan, and 500,000 yuan will be given respectively.

      Faster commercialization of sci-tech achievements is encouraged in strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. High-tech enterprises in these industries and whose technology trade amounts have reached the above thresholds may enjoy an increased award of 25,000 yuan, 60,000 yuan, 120,000 yuan, 250,000 yuan, 360,000 yuan, and 600,000 yuan, correspondingly.

      Article 10 Research and development (R&D) expenses are supported to grow across the district. For businesses qualified for “Four Kinds of Enterprises” and research institutes, if they spent over 1 million yuan on R&D activities in the previous year, a subsidy of up to 2% of their R&D expenses in the past year will be given, subject to a maximum of 2 million yuan per organization.

      R&D capacity upgrade is encouraged in strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. Eligible organizations in these industries may enjoy an increased subsidy of up to 3% of their R&D expenses in the past year, subject to a maximum of 5 million yuan per organization.

      For the “Four Kinds of Enterprises”, the subsidy will be calculated based on their R&D expenses subject to pre-tax additional deduction; for research institutes, the subsidy will be calculated based on the R&D expenses provided in their special audit report. The specific subsidy standard will be determined as per the district’s financial budget for the year.

      Article 11 Support is available for the development of inspection and testing agencies in key industries. For key and strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials, national-level inspection and testing agencies that have been newly recognized by the General Administration of Quality Supervision, Inspection and Quarantine and obtained the National-level Laboratory Accreditation Certificate issued by the China National Accreditation Service for Conformity Assessment (CNAS) in the year may be awarded with 1 million yuan; provincial-level inspection and testing agencies that have been newly recognized by the Guangdong Provincial Bureau of Quality and Technical Supervision in the year may be awarded with 500,000 yuan. Each institution can only apply for one of these two awards in a year.

      Article 12 Stronger support is available to research institutes, enterprises, and public institutions to conduct basic and applied basic research, and promote key technology breakthroughs and achievement commercialization. The district will allocate special funds for developing economic and social science projects with several prioritized directions, so as to improve the district’s innovation capacity and achieve high-quality socio-economic development. General projects may be entitled to a support fund of up to 100,000 yuan, and for key R&D projects, the support can be up to 500,000 yuan.

      

    Chapter IV Support for R&D Institutions

      Article 13 Enterprises and public institutions are supported to build R&D institutions. An award of 1 million yuan is provided to national R&D institutions like the national technology innovation centers, national engineering research centers, national engineering laboratories, and industrial innovation centers which have been individually or collectively recognized by relevant state departments. For those recognized as Guangdong engineering technology research centers or Guangzhou high-level enterprise research institutes, an award of 200,000 yuan or 500,000 yuan will be granted respectively.

      Preferential support is available for R&D institutions of strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. Institutions from these industries will receive higher awards, with the bonus increasing to 2 million yuan for those recognized as national R&D institutions, 250,000 yuan for those recognized as Guangdong engineering technology research centers, and 600,000 yuan for those registered as Guangzhou high-level enterprise research institutes.

      Article 14 The construction of new-type R&D institutions is supported. New-type R&D institutions recognized by national, provincial, and municipal sci-tech departments will be awarded with 5 million yuan, 3 million yuan, and 1 million yuan respectively.

      Greater support is provided for the development of R&D institutions from strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. A further 1 million yuan per level will be given to institutions in the aforementioned industries.

      For those receiving recognition level by level, the award will be given based on the difference between the grants for the current and the previous levels. The accumulative amount of the grants shall not exceed 6 million yuan.

      Article 15 Enterprises and public institutions are supported to build key laboratories. An award of 2 million yuan, 1 million yuan, and 500,000 yuan will be given to key laboratories that have been recognized by national, provincial, and municipal sci-tech departments.

      Stronger support is available for the construction of key laboratories in key industries like ICVs and NEVs, semiconductors and ICs, UHD videos and new displays. Eligible organizations in these industries may enjoy an increased award of 5 million yuan, 1.5 million yuan, and 800,000 yuan correspondingly.

      For those receiving recognition level by level, the award will be given based on the difference between the grants for the current and the previous levels. The accumulative amount of the grants shall not exceed 5 million yuan.

      Article 16 R&D institutions of all kinds are supported to carry out research and development activities in the district. The aforesaid Article 13, 14, and 15 incentive policies are applicable to various types of R&D institutions from outside Guangzhou, which have completed the necessary change procedures to conduct R&D activities in the district and have been in operation for more than a year.

      

    Chapter V Support for Quality Improvement of Sci-tech Industry Carriers

      Article 17 Makerspaces are encouraged to increase collaborative innovation. Newly-recognized national- and provincial-level makerspaces may be awarded with 800,000 yuan and 300,000 yuan respectively. For those receiving recognition level by level, the award will be given based on the difference between the grants for the current and the previous levels.

      Article 18 Incubators are supported to build quality brands. An award of 2 million yuan, 1 million yuan, and 500,000 yuan will be given to newly-recognized national-, provincial-, and municipal-level incubators respectively.

      Priority is given to promoting the growth of strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. Eligible incubators with over 60% incubated enterprises in these industries may receive an increased award of 2.5 million yuan, 1.2 million yuan, and 600,000 yuan correspondingly.

      For those receiving recognition level by level, the award will be given based on the difference between the grants for the current and the previous levels.

      Article 19 Incubators are supported to integrate into the Guangdong-Hong Kong-Macao Greater Bay Area and the global innovation and entrepreneurship network. Newly-rated international and Guangdong-Hong Kong-Macao sci-tech business incubators will be given an award of 300,000 yuan.

      Article 20 Accelerators are supported to enhance innovation efficiency. An award of 500,000 yuan will be given to certified provincial-level accelerators.

      Priority is given to promoting the growth of strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. Eligible incubators with over 60% incubated enterprises in these industries may enjoy an increased award of 1 million yuan.

      Article 21 The integration of university innovation resources should be promoted. Newly-recognized national- and provincial-level university sci-tech parks will be awarded 800,000 yuan and 300,000 yuan respectively. For those receiving recognition level by level, the award will be given based on the difference between the grants for the current and the previous levels.

      Article 22 Coordinated development of sci-tech business incubation carriers is supported. The cumulative award amount shall be subject to a maximum of 2.5 million yuan for an organization.

      

    Chapter VI Enhancement of Cultivation Capacities of Incubation Platforms

      Article 23 Incubators and accelerators are encouraged to, based on their own development positioning, construct standard plants in line with the general standards and industry requirements of strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. A one-time subsidy of 20 yuan per square meter of floor area will be granted for such projects, subject to a maximum of 5 million yuan. Construction scale guidelines: a standard plant’s concentrated area shall have a site area of at least 15 mu or a construction area of 20,000 square meters; the site area of a single building must not be smaller than 1,000 square meters.

      An interest subsidy will be given at 1% of the total annual loan amount to incubators and accelerators for their construction of standard plants. This subsidy will be given for two years, subject to a maximum of 1 million yuan per year.

      Article 24 The development of sci-tech intermediary service agencies is supported. For intermediary service agencies renting offices in sci-tech business incubation carriers, if they have actually carried out sci-tech intermediary business, and their level and quality of sci-tech services have met relevant requirements, they will be granted an annual rental subsidy of 50% of the actual rented area. The subsidy will be offered for two consecutive years, subject to a maximum of 20 yuan per square meter per month, and 30,000 yuan per year.

      Article 25 Sci-tech business incubation carriers are supported to improve their quality and efficiency. Organizations rated as excellent, good, or qualified in the assessment on management, operation, and incubation will receive an award of 600,000 yuan, 300,000 yuan, and 200,000 yuan respectively.

      Priority is given to promoting the growth of strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. Eligible incubators with over 60% incubated enterprises in these industries may receive an increased award of 1 million yuan, 600,000 yuan, 300,000 yuan for each level.

      

    Chapter VII Support for Sci-tech Finance Development

      Article 26 A venture capital contribution award has been set up. Venture capital institutions will be awarded 5% of their actual amount invested in innovation and entrepreneurship projects in the district, subject to a maximum of 1 million yuan for each project.

      Investors are encouraged to focus on strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. Institutions investing in these industries may receive an additional award of 5% of the actual amount of their investment in innovation and entrepreneurship projects in the district, with the maximum award amount for each project increased to 2 million yuan.

      The maximum annual award for each venture capital institution is 5 million yuan, of which 40% must go to the team managing the said investment projects.

      Article 27 Financing guarantee companies are encouraged to intensify their services. These companies may be awarded at 1% of their annual guarantee amount for technology-based small and medium-sized enterprises (SMEs) in the district. To be eligible for the award, companies must have operated in the district for over one year with no adverse credit history, and their average guarantee fee rates in the previous year must not exceed 50% of the loan prime rate (LPR) for one-year term loans. The maximum award for each company will be 2 million yuan per year.

      Article 28 Sci-tech enterprises are supported to finance through private placement on the National Equities Exchange and Quotations. For those sci-tech enterprises which completed financing, they will be awarded at 1 ‰ of the actual funds raised and invested in the district, subject to a maximum of 500,000 yuan.

      Increased financing efforts are encouraged in strategic emerging industries, such as ICVs and NEVs, semiconductors and ICs, UHD videos and new displays, biomedicine, intelligent equipment, new energy, and new materials. Enterprises from these industries will be additionally awarded at 1‰ of the actual funds they raised and invested in the district, subject to a maximum of 500,000 yuan.

      Article 29 Sci-tech enterprises in the district are encouraged to step up the commercialization of their sci-tech achievements. Measures such as guiding social capital investment, and establishing guidance funds for the commercialization of sci-tech achievements and entrepreneurship and investment of technology-based SMEs will be taken, to support the commercialization and industrialization of sci-tech achievements, and promote technology-based SMEs to accelerate their industrial transformation and upgrading.

      Article 30 Technology-based SMEs are encouraged to apply for sci-tech credit funds from banks, in accordance with Management Measures of Guangzhou Municipality for Technology-based SME Credit Risk Compensation Capital Pool.

      

    Chapter VIII Supplementary Provisions

      Article 31 Where any project or matter that meets the requirements herein meets the requirements in other support policies (including policies of the district on providing matching funds or undertaking funds as required by superior departments), support will be given in accordance with the policy that grants the largest incentive, unless it is otherwise specified.

      Article 32 “Sci-tech enterprises” mentioned herein shall refer to technology-based SMEs recognized by the state, high-tech enterprises, as well as enterprises undertaking sci-tech projects of various levels and having established R&D institutions.

      Article 33 In these Measures, the term “over” shall include the base number, while “below” does not. Unless otherwise specified, all amounts are denominated in Chinese Renminbi (RMB).

      Article 34 Certain awards herein will be open according to the size and operation of the financial budget of the year. Specific arrangements shall be subject to application notices.

      Article 35 These Measures shall be implemented from the date of issue and shall remain valid for three years.
