　　Measures of Zengcheng District on Supporting the Development of Integrated Circuit Industry

　　Chapter I General Provisions

　　Article 1 In order to implement the national, provincial and municipal strategic plans for the development of the integrated circuit industry,accelerate the development of integrated circuit industry in Zengcheng District, these Measures are formulated in line with the actual situation in Zengcheng, according to Several Policies to Promote High Quality Development of Integrated Circuit Industry and Software Industry in the New Era (Guo Fa [2020] No.8), Some Opinions on Accelerating the Development of Semiconductor and Integrated Circuit Industry in Guangdong Province (Yue Fu Ban [2020] No.2), Action Plan for Cultivating Strategic Emerging Industrial Clusters of Semiconductor and Integrated Circuit in Guangdong Province (2021-2025) (Yue Fa Gai Chan Ye [2020] No.338), Some Measures for Accelerating the Development of Integrated Circuit Industry in Guangzhou (Sui Gong Xin Gui Zi [2020] No.4) and other relevant provisions.

　　Article 2 These Measures shall apply toenterprises that register and operate in Zengcheng District, with independent legal person status, no illegal acts, and those with integrated circuit design, manufacturing, sealing and testing, equipment and materials enterprises as the main business, according to the classification of national economy industry , as well as integrated circuit related enterprises and institutions (hereinafter referred to as integrated circuit enterprises) that provide research and development, public technical services and other business activities.

　　Chapter II Perfecting the Industrial Chain

　　Article 3 [Support for Introduction of Industrial Chain Projects]

　　(1)Industries as design, equipment and materials. For newly introduced integrated circuit enterprises of design, equipment and materials, if the paid-in registered capital of Zengcheng District is more than RMB 20 million yuan in the first year or the first fiscal year after their establishment or settlement, 5% of the paid-in capital of the enterprise shall be rewarded, with a maximum of no more than RMB 3 million yuan.

　　(2)Industries as manufacturing, packaging & testing. For newly introduced integrated circuit enterprises of manufacturing and packaging & testing, if the paid-in registered capital of Zengcheng District is more than RMB 100 million yuan in the first year or the first fiscal year after their establishment or relocation, 10% of the investment in fixed assets (excluding land purchase costs, the same below) completed in the year when the enterprise settled down shall be rewarded, with a maximum of no more than RMB 5 million yuan.

　　Article 4 [Support for Landing Industrial Chain Projects]

　　(1)Industries as design, equipment and materials

　　a. Support the purchase of IP (Intellectual Property Module). For integrated circuit enterprises that actually carry out research, development and production in Zengcheng District that purchase IP (including Foundry IP modules) from IP providers or use IP reuse services provided by public service platforms, subsidies shall be given at 30% of the actual expenses incurred, not exceeding RMB 3 million yuan and RMB 2 million yuan respectively for each enterprise per year.

　　b. Support the purchase of EDA (Electronic Design Automation) design tools. For integrated circuit enterprises that actually carry out research, development and production in Zengcheng District to purchase EDA design tool software (including software upgrade fees), purchase integrated circuit design services on public service platforms or use EDA design tool software on public service platforms, subsidies shall be given at 50% of the actual expenses incurred, not exceeding RMB 2 million yuan, RMB 1 million yuan and RMB 500,000 yuan respectively for each enterprise per year.

　　(2) Industries as manufacturing, packaging & testing

　　a. Support tape-out process. For enterprises that have completed the research and development of Full Mask tape-out process for the first time, subsidies will be given at 30% of the direct cost, with each enterprise not exceeding RMB 5 million yuan per year. Enterprises engaged in the research and development of multi-project wafer (MPW) tape-out process will be subsidized at 80% of the direct cost, with each enterprise not exceeding RMB 5 million yuan per year.

　　b. Support testing and packaging. For integrated circuit enterprises in Zengcheng District to carry out reliability, compatibility test and verification, failure analysis and certification of chip for testing, equipment and materials, subsidies shall be given at 50% of the actual expenses incurred, with each enterprise not exceeding RMB 2 million yuan per year.

　　Article 5 [ Support for the Operation of Industrial Chain Project ]

　　(1)Industries as design, equipment and materials. For design, equipment and material integrated circuit enterprises, if the annual main business income reaches RMB 20 million yuan, RMB 50 million yuan, RMB 100 million yuan and RMB 500 million yuan for the first time, a one-time award of up to RMB 500,000 yuan, RMB 1 million yuan, RMB 2 million yuan and RMB 3 million yuan will be given respectively after confirmation. The enterprise can apply for the award exactly in the year when the conditions are met. If the enterprise meets multiple award standards in the same year, the award will be given by the highest standard in principle instead of repeated rewarding.

　　(2)Industries as manufacturing, packaging & testing. For enterprises engaged in manufacturing, packaging & testing, if the annual main business income reaches RMB 50 million yuan, RMB 100 million yuan, RMB 500 million yuan and RMB 1 billion yuan for the first time, a one-time award of up to RMB 800,000 yuan, RMB 1.5 million yuan, RMB 2 million yuan and RMB 3 million yuan will be given respectively after confirmation. The enterprise can apply for the award exactly in the year when the conditions are met. If the enterprise meets multiple award standards in the same year, the award will be given by the highest standard in principle instead of repeated rewarding.

　　Chapter III Promoting the Level of Industrial Innovation

　　Article 6 [Support in R&Development Investment] Based on the data of enterprise’s research and development deducted by tax authorities, subsidies shall be given later to enterprises whose research and development expenditure in the previous year is higher than (including) RMB 1 million yuan. The subsidy standard shall be 3% of the R&D investment, with a maximum of RMB 5 million yuan.

　　Support enterprises to carry out technological research. For enterprisesthat carry out technological R&D and product research on high-end general-purpose integrated circuit devices (CPU, GPU, memory, etc.), third-generation semiconductor devices (power semiconductor devices, etc.), key equipment (lithography machines, etching machines, ion implanters, vapor deposition equipment, etc.), core materials (third-generation semiconductor materials, target materials, photoresist, photosensitive glue, etc.), advanced technologies (stacked packaging, etc.), according to 10% of the research and development investment, each enterprise will be given a reward of up to RMB 10 million yuan per year.

　　Article 7 [Reward for Public Platform Award] Support the construction of a public service platform in Zengcheng District to provide enterprises with integrated circuit design, electronic design automation (EDA) tools, IP sharing, multi-project wafer (MPW) and public technical support and services such as analysis, testing, verification and certification of integrated circuit products, equipment and materials. For newly-built public service platforms that have been reviewed and approved by experts, 40% of the fixed asset investment of the platform will be rewarded, with each reward not exceeding RMB 20 million yuan.

　　Article 8 [Reward for Talent Cultivation] Increase efforts to introduce talents (teams) in the field of integrated circuits. For qualified international top talents, domestic high-end talents, high-level talents assessed by the District, enterprise "three high" talents and enterprise outstanding graduates in the field of integrated circuits, support in entrepreneurship, housing, children's education and other aspects shall be given in accordance with the Measures for Rewarding and Supporting Talents in Zengcheng District of Guangzhou (Trial).

　　For integrated circuit enterprises whose main business income reachedRMB 50 million yuan, RMB 100 million yuan and RMB 1 billion yuan in that year and achieved positive growth, up to 10, 20 and 30 senior executives and high-end industrial talents will be awarded respectively. The reward standard will be 80% of the local economic contribution of the talents themselves, with a maximum of RMB 3 million yuan per person per year.

　　Encourage integrated circuit enterprises inZengcheng District to cultivate talents in integrated circuit, build training bases for integrated circuit and software talents, organize employees of integrated circuit enterprises in Zengcheng District to carry out skills training related to integrated circuits, and 30% of the actual expenses incurred will be subsidized, with each enterprise not exceeding RMB 500,000 yuan per year.

　　Chapter IV Comprehensive Guarantee of Production Factors

　　Article 9 [ Guarantee for Office Land] For integrated circuit enterprises that rent their own space in Zengcheng District and whose main business income exceeds RMB 20 million yuan, according to the actual construction area used by the enterprise for office or production, rental subsidies will be given by 50% of the actual rent (excluding tax) per square meter, with a maximum subsidy of 3,000 square meters and a subsidy period of 3 years. Each enterprise will receive a maximum subsidy of RMB 1 million yuan per year. For integrated circuit enterprises that have purchased self-use sites and operated in Zengcheng District for more than one year and whose main business income exceeds RMB 20 million yuan, a one-time subsidy shall be given at 10% of the enterprise's purchase cost of self-use buildings (excluding tax and land purchase cost), with the maximum subsidy amount not exceeding RMB 5 million yuan.

　　Article 10 [Electricity Guarantee for Production] For the electricity consumption cost for production by integrated circuit enterprises in Zengcheng District, a subsidy of 20% of the electricity consumption cost shall be given in the form of "payment first, compensation later", with each enterprise not exceeding RMB 5 million yuan per year.

　　Article 11 [Guarantee for Project Construction ] Actively strive for financial support from national, provincial and municipal integrated circuit industry funds and policy banks for major integrated circuit projects in Zengcheng District. Promote the inclusion of major integrated circuit projects in Zengcheng District in the provincial key construction project plan, the municipal key construction projects and the city's work scope of "Conquering, Growing and Harvesting", and accelerate the construction of projects.

　　Chapter V Supplementary Provisions

　　Article 12 If the contents of these Measures are duplicated or similar to those of other preferential policies or investment agreements in theDistrict, the same enterprise and the same project shall be applicable to the highest standard in principle instead of repeated reward. The investment agreement specifies that projects have support funds, if the supporting funds have exceeded the rewarding amount of these Measures, they will no longer enjoy the supporting incentives of these Measures; If the supporting funds do not exceed the rewarding amount of these Measures, a supplementary reward will be given.

　　Article 13 The "maximum", “above” and "no more than" stipulated in these Measures all include the original number. The total amount of national, provincial, municipal and district support awards for all projects shall not exceed the total actual investment of the project. The maximum annual reward amount of the same enterprise shall not exceed the annual contribution to the economy of the District (except for enterprises that will be put into production at the time agreed in the investment agreement but are at the non-production stage currently). The application materials required for specific support and reward shall be determined by the application guidelines formulated by the department for substantive examination and distribution .

　　Article 14Support funds of these Measures will be deposited directly in the basic deposit account of the enterprise. The tax-related expenses for the enterprise to obtain the funds shall be borne by the enterprise itself, and the funds shall be used for the production and manufacturing costs of the enterprise. If an enterprise practises fraud when applying for incentive funds of these Measures fraudulently, once discovered, the fund distribution department of Zengcheng District of Guangzhou shall recover the incentive funds that have been distributed, publicize the dishonest behavior of the enterprise and notify the relevant departments of the District. In principle, the application for incentive funds submitted by the enterprise will not be accepted within three years.

　　It is forbidden for any unit, enterprise or individual to illegally defraud, falsely claim, intercept,occupy, misappropriate, apply or abuse support and incentive funds. Violators shall be punished by relevant departments in accordance with the Regulations on Punishment of Financial Violations. Those suspected of committing crimes shall be transferred to judicial organs for criminal responsibility according to law.

　　Article 15 These Measures shall come into force as of the date of issuance and shall be valid for 3 years.
