Support Measures of Zengcheng District to Promote the Development in Ultra-high-definition Video (UHDV) and New DisplayIndustries
Chapter One. General Provisions
Article 1. In order to implement the national, provincial, and municipal strategic deployments for the development of ultra-high-definition video and new display industries, promote the development of ultra-high-definition video and new display industry clusters in Zengcheng District, and attract the settlement of upstream and downstream projects in the ultra-high-definition video and new display industry chain, according to the Guangdong Province UHDV Industry Development Action Plan (2019-2022) (Yueban han  No. 86), Guangzhou City's Action Plan for Accelerating the Development of UHDV Industry (2018-2020) (Suifu han  No. 13), Guangzhou’s Three-Year Action Plan for a Strong City in Advanced Manufacturing Industry (2019-2021) (Sui gongxin  No. 8), etc., in accordance with the actual conditions of Zengcheng, the following measures are thus formulated.
Article 2. The ultra-high-definition video and new display industries referred to in these measures include the R&D, manufacturing, application and key components of ultra-high-definition video products, as well as new display, new display key equipment and material manufacturing, and new display applications including high-generation TFT-LCD (thin film transistor liquid crystal display), AMOLED (active matrix organic light-emitting diode) , printed OLED (organic light emitting diode) display, QLED (electroluminescent quantum dot), laser display, 3D (three-dimensional) display, holographic display, Micro-LED (micro-light emitting diode), electronic paper flexible display, graphene display, etc.
Article 3. These measures are applicable to ultra-high-definition video and new display enterprises who have business registration, tax collection and management relations and statistical relations in Zengcheng District, have sound financial systems and independent legal personalities, implement independent accounting, and have obeyed laws and regulations.
Chapter Two. Promoting the development of industrial chain clusters
Article 4. [Support for Enterprises to Become Larger and Stronger] During the effective period of these measures, ultra-high-definition video and new display enterprises that contribute 5 million yuan, 10 million yuan, 20 million yuan, 50 million yuan, and 100 million yuan to Zengcheng for the first time in that year shall be rewarded one-off 1 million yuan, 2 million yuan, 4 million yuan, 10 million yuan, and 20 million yuan respectively. Any enterprise can apply for this award in the year when the conditions are met. If an enterprise reaches multiple award standards at the same time, the reward shall be based on the principle of the highest and non-duplication.
Article 5. [Industrial chain project settlement support] For the ultra-high-definition video and new display industry chain projects invested in our district that complete and put into production according to the project investment agreement or the land transfer contract, if the actual total investment in fixed assets (excluding land purchase costs, the same below) reach the value of 50 million yuan or more and less than 200 million yuan for the first time, will be rewarded at 5% of the fixed asset investment; if the value exceeds 200 million yuan, then for the part exceeding 200 million yuan, 2% of the fixed asset investment will be rewarded. The highest reward for each project should be no more than 200 million yuan.
Chapter Three. Strengthening the Agglomeration of Industrial Elements
Article 6. [Industry Carrier Reward] For newly established ultra-high-definition video and new display enterprises whose main business income exceeds 20 million yuan and rent self-use sites in Zengcheng district, rent subsidies will be given according to the actual building area of the company for office or production. 50% of the actual rent (excluding tax) per square meter would be given, with the maximum subsidy for 3000 square meters, the subsidy period of 3 years, and the maximum subsidy per company being 1 million yuan per year. For newly established ultra-high-definition video and new display enterprises whose main business income exceeds 20 million yuan, if they purchase self-use sites in the district and operate for more than one year, they will be given one-time subsidy of 10% of the land purchase cost (excluding tax and land purchase cost), and the maximum subsidy amount shall not exceed 5 million yuan.
Article 7. [Platform Construction Support] For new research and development institutions and key laboratories in the field of ultra-high-definition video and new display in our district, those who have passed the review of experts will be rewarded 40% of the platform’s fixed assets investment, but no more than 20 million yuan for a single project. If the investment in the platform construction has been included in the settlement support for industrial chain project, the reward shall be based on the principle of the highest and non-duplication.
Article 8. [Project Financing Support] For newly established ultra-high-definition video and new display industrialization projects in our district, interest discounts will be given at 2% (annual interest rate) of the actual loan amount of the loan project during the construction period for a period of 3 years. Subsidy for each company should be no more than 1 million yuan each year.
Article 9. [Support for R&D Investment] Based on the data of R&D expenses deducted by the enterprise from the tax authority, subsidies are given to enterprises whose R&D expenditures are more than (including) 1 million yuan in the previous year. The subsidy standard is 3% of the R&D investment, but the subsidy would be no more than 5 million yuan.
Article 10. [Industry Application Support] Enterprises that deeply explore the integrated application scenarios between 5G, ultra-high-definition video and advanced manufacturing, medical care, security monitoring, intelligent transportation, culture, education and entertainment are supported, to create a batch of application demonstration models. Subsidy to projects that have promotion effect should be not higher than 30% of the total investment of the project, with a maximum of 3 million yuan.
Chapter Four. Improving the environment for industrial development
Article 11. [Introduction of Industrial Talents] Intensify efforts to introduce talents (teams) in ultra-high-definition video and new display, and provide support to qualified talents (international top talents, domestic top talents, and high-level talents of the district, enterprise "three high" talents---PHD, associate professor and above, technical expert, and excellent enterprise graduates in ultra-high-definition video and new display) for setting up businesses, housing and children's education, a in accordance with the Guangzhou Zengcheng District Talent Reward and Support Measures (Trial). For ultra-high-definition video and new display enterprises whose main business income reach 50 million yuan, 100 million yuan, and 1 billion yuan that year and achieve positive growth, 5, 10, and 15 executive talent awards in maximum are given respectively, and the award standards are based on 80% of the local economic contribution of senior executives, the maximum per person per year being 3 million yuan.
Article 12. [Guarantee for Production and Use of Electricity] For the production electricity cost of ultra-high-definition video and new display enterprises in our district, a subsidy of 20% of the electricity cost will be given according to the method of "pay first, compensate later", and each company will be compensated no more than 5 million yuan per year.
Article 13. [Optimizing the Business Environment] Fully implement national, provincial, and municipal tax reduction and exemption policies related to ultra-high-definition video and new display industries, and actively organize corporate declarations. Improve entry and exit customs clearance services for ultra-high-definition video and new display industries, and provide convenient services such as centralized inspection, on-site inspection, non-destructive inspection, and one-stop fast customs clearance for key ultra-high-definition video and new display enterprises.
Chapter Five. Supplementary Provisions
Article 14. If the content of these measures is duplicated with or similar to other preferential policies or investment agreements in the district, the same enterprise or the same project shall enjoy support based on the principle of the highest and non-duplication.For projects that are clearly supported by funds in the investment agreement, if the support funds have exceeded the limits of these measures, they will no longer enjoy the support rewards of these measures; if the support funds do not exceed the limits of these measures, supplementary rewards will be given.
Article 15. The "maximum", “above” and "no more than" stipulated in these measures all include this number itself. The total amount of national, provincial, municipal and district support for all projects shall not exceed the total actual investment of the projects themselves. The total amount of support received in the current year by any enterprise shall not exceed the enterprise's annual economic contribution to the district (except for enterprises that have not put into production for the production time specified in the investment agreement). The application materials required for specific support shall be determined by the application guidelines formulated by the substantive examination and issuance department.
Article 16. The supporting funds mentioned in these measures shall be directly transferred to the basic accounts of enterprises. The tax-related expenditures for the enterprises to obtain the incentives shall be borne by the enterprises, and the incentives shall be used for production and manufacturing of the enterprises. If an enterprise applying for supporting funds fraudulently obtains the money under these measures, once discovered, the fund issuing department shall recover the reward funds that have been issued, publicize the enterprise’s untrustworthy behavior and notify the relevant district departments. In principle, this enterprise’s application for support shall not be accepted within three years.
It is forbidden for any unit, enterprise or individual to illegally defraud, claim, withhold, squeeze, misappropriate, misappropriate, or abuse supporting funds. Violators shall be punished by relevant departments in accordance with the Regulations on Penalties for Financial Illegal Acts, and those suspected of crimes shall be transferred to judicial organs for investigation of criminal responsibility according to law.
Article 17. The measures shall be implemented from the date of issuance and shall be valid for 3 years.
