　　Supportive Measures for Promoting High-quality Development of Cultural, Tourism and Sports Industries in Zengcheng District

　　Chapter I General Provisions

　　Article 1 In order to vigorously promote the high-quality development of cultural, tourism and sports industries, support the development of the main body of the cultural, tourism and sports industries in Zengcheng District, promote the innovation and integration of culture, tourism, sports and other formats, these Measures are formulated according to the Guiding Opinions on Promoting Global Tourism Development (Guo Ban Fa [2018] No.15), Guiding Opinions on Accelerating the Development of Sports Industry (Guo Ban Fa [2010] No.22) by General Office of the State Council, Action Plan of Guangzhou Promoting "Four New Brilliants" (Yue Gai Wei Fa [2019] No.16) by provincial party Committee for deepening reform, Implementation Opinions on Accelerating the Innovation and Development of Cultural Industry by General Office of Guangzhou Municipal People's Government (Sui Fu Ban Gui [2018] No.28), Opinions of Guangzhou Municipal People's Government on Further Accelerating Tourism Development (Sui Fu Han [2017] No.79), Measures for the Implementation of Guangzhou Tourism Development Incentive and Support Funds (Sui Lu Fa Gui Zi [2018] No.3), Zengcheng District's Three-Year Action Plan for Promoting the Comprehensive Strength of Urban Culture to Make New Achievements (2020-2022) by Zengcheng District Committee for Deepening Reform Guangzhou (Zeng Gai Wei Fa [2020] No.4) and other relevant documents, and in combination with the actual situation in the district.

　　Article 2 The scope of "cultural, tourism and sports industries" as mentioned in these Measures shall be subject to theClassification of Cultural and Related Industries (2018), Statistical Classification of National Tourism and Related Industries (2018) and Statistical Classification of Sports Industry (2019) issued by the National Bureau of Statistics.

　　Chapter II Encourage Cultural, Tourism and Sports Enterprises to Develop and Grow Stronger

　　Article 3 Enterprises are encouraged tosettle in Zengcheng District. For the newly settled-down cultural, tourism and sports enterprises in the District, if the actual investment in fixed assets of the project exceeds RMB 30 million yuan, subsidies will be given according to 3% of the actual investment in fixed assets of the project after being audited by a third party, and the total cumulative subsidy for a single enterprise will be up to RMB 5 million yuan at most.

　　Article 4 Support for enterprises that have been newly included in the statistics. For the cultural, tourism and sports enterprises that have been included in the "Four Top" statistical database for the first time (the "Four Top" enterprises refer to the general designation of legal entities of industries above designated size, qualified construction industry and all real estate development and operation industries, wholesale and retail trade above designated size, accommodation and catering industry, and service industry above designated size), on the basis of the original municipal incentives, an additional one-time financial support of RMB 100,000 yuan will be given.

　　Article 5 Rewards for business operations of enterprises. For every RMB 10 million yuan increase in the annual operating income of the cultural, tourism and sports enterprises in Zengcheng District compared with the previous year, a subsidy of RMB 100,000 yuan will be granted, and the highest total annual subsidy for a single enterprise is RMB 5 million yuan.

　　Article 6 Encourage scenic spots to grow bigger and stronger. On the basis of municipal awards, a one-time financial support of RMB 5 million yuan, RMB 3 million yuan and RMB 1 million yuan will be given to the newly-added tourist attractions that are rated as national 5A, 4A and 3A respectively for the first time.

　　Article 7 Hotels and homestay hotels are encouraged to grow bigger and stronger. For tourist hotels that are newly assessed as five-star and four-star categories for the first time, one-time awards of RMB 1 million yuan and RMB 500,000 yuan will be given respectively on the basis of municipal awards. For municipal homestay hotels that are newly rated as three stars, two stars and one star, one-time awards of RMB 150,000 yuan, RMB 100,000 yuan and RMB 50,000 yuan will be given respectively.

　　Article 8 Encourage the sports industry to grow bigger and stronger. For those newly recognized as national sports industry demonstration enterprises and projects for the first, a one-time award of RMB 500,000 yuan and RMB 200,000 yuan will be granted respectively. For those newly recognized as provincial sports industry demonstration enterprises and projects for the first, a one-time award of RMB 250,000 yuan and RMB 100,000 yuan will be given respectively.

　　Article 9 Support for discounted interest on loans. According to the project level and loan scale, if the loans used for the development of cultural, tourism and sports projects by small and micro cultural, tourism and sports enterprises that are included in the statistics meet the conditions after examination, they will be subsidized by 50% of the benchmark interest rate part of the loan amount for the same period (not exceeding the actual interest payment amount in the current year), with a maximum subsidy of 2 years and a total amount not exceeding RMB 600,000 yuan.

　　Chapter III Support the Construction of Cultural, Tourism and Sports Carriers

　　Article 10 Support for park accreditation. For those that are recognized as national, provincial and municipal demonstration parks of cultural industry, cultural tourism integration demonstration zones or sports industry demonstration bases for the first time, the park operators will be given one-time financial support of RMB 1 million yuan, RMB 500,000 yuan and RMB 300,000 yuan respectively.

　　Article 11 The park is encouraged to introduce cultural enterprises and new sports enterprises. For cultural industry parks (bases), sports industry demonstration bases and cultural tourism integration demonstration areas, with the recognition of the state, province and city, cultivating or introducing more than 10 cultural and creative enterprises with annual operating income of more than RMB 1 million yuan, "sports +" and "+ sports" new format enterprises, and the total annual operating income of cultural and creative industries and sports industries in the park (base) reaches more than RMB 20 million yuan, and the year-on-year growth is positive, the park operator will be given a one-time award of RMB 500,000 yuan.

　　Article 12 Strengthen the support of land use. Cultural, tourism and sports projects that have been included in the annual provincial and municipal key construction projects of the Development and Reform Department will be supported in the land and space planning and the annual land use plan. They will be given priority in terms of land use indicators, timely approval and timely supply of land. For rural leisure tourism projects and their supporting infrastructure and public service facilities, spot land supply can be implemented in accordance with the requirements of theNotice of Guangdong Provincial Department of Natural Resources on Implementing Point Land Supply to Facilitate Rural Industry Revitalization (Yue Zi Ran Zi Gui Zi [2019] No.7).

　　Chapter IV Promoting the Development of New Forms of Culture, Tourism and Sports

　　Article 13 Support the development of "industry + tourism". Support enterprises to tap industrial tourism resources and build industrial tourism spots. For those having won the honorary title of "Industrial Tourism Demonstration Sites (Organizations, Bases)" issued by the municipal and above tourism authorities, the fund support up to RMB 1 million yuan will be given according to no more than 15% of the actual investment in fixed assets of the project.

　　Article 14 Encourage the production of high-quality literary content. For enterprises that have won major awards such as Germany Red Dot Award, Japan Good Design Award, China Red Star Design Award, China Arts and Crafts Cultural Creativity Award, China Advertising Great-wall Awards and "Five One Projects" Award for animation, games, literature and advertising design, architectural design, industrial design and other works, according to the world-class, national, provincial and municipal levels, a one-time award of RMB 300,000 yuan, RMB 200,000 yuan, RMB 100,000 yuan and RMB 50,000 yuan will be given respectively.

　　Article 15 Encourage start-up new format enterprises to settle down. For newly registered cultural creativity, online entertainment (including live broadcast, short video and other new media studios, MCN institutions), digital publishing, digital interactive entertainment, featured tourism, characteristic sports (including "Internet plus Sports", manufacturing and salesof sporting goods, outdoor sports, event operation, e-sports, fitness training, sports clubs) and other new format enterprises in Zengcheng District, if there are more than 3 employees and they are settled in cultural and creative industry parks and cultural, tourism and sports industries carriers recognized by the state, province and city or key construction in the district, they will be given rental subsidy for 3 years from the year of business activities, with the maximum subsidy standard not exceeding RMB 50 yuan/m²/month. If there are 3 to 5 employees, the maximum subsidy area shall not exceed 200 square meters; If there are 6 to 8 employees, the maximum subsidy area shall not exceed 500 square meters; If there are more than 9 employees, the maximum subsidy area shall not exceed 700 square meters.

　　Article 16 Encourage the construction of electronic competition venues. For professional venues that build or rebuild electronic competition events in this area, if they reach Grade C or above according to the "Standard for Construction of Electronic Sports Venues" (T/CSVA0101-2017) and successfully hold large-scale electronic competition events (above the provincial level) at least once, a financial support of up to RMB 1 million yuan shall be given according to no more than 15% of the actual investment in fixed assets of the project.

　　Article 17 Encourage the construction of innovation space for cultural consumption. If new innovation spaces for cultural consumption such as "Internet plus", "Movie plus", "Music plus", "Bookstore plus", "Performing Arts plus" and "Art plus" are built in this area, a single project will be supported by up to RMB 300,000 yuan according to no more than 30% of the actual fixed asset investment of the project. Each enterprise shall receive no more than RMB 300,000 yuan of such support per year.

　　Chapter V Promoting Cultural, Tourism and Sports Consumption

　　Article 18 Travel agencies are encouraged togain rewards by bringing tourists. For travel agencies that bring tourists from other places to spend the night in Zengcheng District and visit more than one charging scenic spot (spot) in Zengcheng District, and the total number of people in the year reaches more than 500 person times, financial support shall be given according to 15 yuan/person. If the number is more than 1000, the agencies will be financial supported according to the 20 yuan/person; and 30 yuan/person for more than 2000.

　　Article 19 Encourage the holding of large-scale high-end sports and recreational activities. For all kinds of exhibitions, summit forums, creative competitions, work publish, performances, sports events, tourism festivals and other cultural and sports activities sponsored by national, provincial units and trade associations, a one-time subsidy of 30% of the actual expenses incurred can be given, with the maximum subsidy amount not exceeding RMB 600,000 yuan.

　　Chapter VI Building a Highland for Talents in Cultural, Tourism and Sports Industries

　　Article 20 Introduction of talents in tourism and sports. Cultural, tourism and sports talents at home and abroad introduced by cultural, tourism and sports enterprises settled in Zengcheng District can enjoy relevant preferential policies for talents according to regulations when they are declared and successfully selected as top international talents, high-end domestic talents, high-level talents, "three high" talents of enterprises, outstanding graduates of enterprises assessed by the district, etc.

　　Article 21 Cultural and creative masters are encouraged to settle down. For individuals or teams obtaining creative and design awards (IF, Red dot, IDEA, Red Star Award, etc.), Games (Golden Joystick Award, TGA, Golden Finger Award, etc.), Film and Television (Academy Awards, Major Awards of Competitive Feature Film Festivals, Golden Globe Awards, British Film Academy Awards, Emmy Awards, "Five One Projects Awards", Huabiao Film Awards, Golden Rooster Awards, Hundred Flowers Awards, Academy Awards, Golden Horse Awards, Flying Apsaras Awards, etc.), Animation Awards (Oscar Academy Awards, Anne Awards, Major Awards of Competitive Feature Film Festivals, Golden Dragon Awards, etc.) and other major awards at home and abroad, if they come to Zengcheng District with independent intellectual property rights and set up legal person enterprises in the same field as the awards they won, a subsidy of RMB 3 million yuan will be given for project development. For individuals or teams nominated for the above awards, if they bring cultural and creative projects and brands with independent intellectual property rights to Zengcheng District and set up legal entities in the same field as the awards, they will be given a subsidy of RMB 1 million yuan for project development. Subsidies are paid in the form of one-time approval and installment allocation. 30%, 30% and 40% of the total subsidy will be given respectively in three stages of registration, entry into the online direct reporting platform of the National Bureau of Statistics and annual operating income exceeding RMB 10 million yuan.

　　Article 22 Support for entrepreneurial talents. Talents in the field of cultural, tourism and sports who set up cultural, tourism and sports legal person enterprises in Zengcheng District will be rewarded according to a certain proportion of their contribution to the economic development of Zengcheng District in the current year, specifically: for those who contribute less than RMB 80,000 yuan (inclusive) to the economic development of Zengcheng District, the reward proportion will be 50%; For the part exceeding RMB 80,000 yuan to RMB 250,000 yuan (inclusive), the reward ratio is 75%; For those exceeding RMB 250,000 yuan, the reward ratio is 100%. Since the talent meets the reward conditions for the first time, the reward shall not be given in more than three consecutive years.

　　Chapter VII Supplementary Provisions

　　Article 23 These Measures shall apply to enterprises engaged incultural, tourism and sports industry, with the place of registration in industrial and commercial registration, tax collection and administration, statistical record in Zengcheng District, no record of punishment by the administrative department for selling fake and inferior products or infringing intellectual property rights in the latest three years, not in a state of joint punishment for dishonesty, that boast a sound financial system, independent legal person status and independent accounting, abide by the Statistics Law of the People's Republic of China and its implementing regulations and make statistics according to law. If the supported enterprise violates its promise, it needs to return the financial support already paid.

　　Article 24 The same subject shall not repeatedly apply for the financial support for the same project. If different projects of the same subject conform to two or more articles of this policy, they may be implemented in superposition, but the total amount of support for the same application year shall not exceed RMB 5 million yuan, and shall not exceed its contribution to the economic and social development of the region in the current year. If the same matter of the same subject conforms to other supporting policies and regulations in Zengcheng District (including the policies and regulations that the higher authorities require the district to support or undertake funds), it shall be supported in accordance with the principle of the highest support instead of] repeated financial support, except as otherwise provided. For enterprises that have already enjoyed support funds, if they are awarded higher-level titles in the following years, the difference can be given according to higher-level support standards. Projects that have made significant contributions to local economic and social development will be given special support after being approved by the district government.

　　Article 25 The term "above", "below" and "not exceeding" as mentioned in these Measures includes the figure it mentions.

　　Article 26 Tax-related expenses for awards shall be borne by enterprises or individuals. The use and management of funds shall abide by the relevant laws, regulations, rules and policies of the State, and shall be used for the operation and development of enterprises and shall not be used for other purposes. If the applicant, organization or individual commits any violation of law or discipline in the process of supporting the management and use of funds, it shall be dealt with in accordance with the relevant laws and regulations, the supporting funds need to returned, their application qualification will be canceled, and the dishonest information will be released to the public.

　　Article 27 The establishment of special support funds for cultural, tourism and sports industries in Zengcheng District, and the necessary support funds shall be included into the annual department budget of the District Culture, Radio, Television, Tourism and Sports Bureau. The District Culture, Tourism and Sports Industries Special Support Fund Evaluation Committee (hereinafter referred to as the "Evaluation Committee") is established, with the deputy district chief in charge of the cultural, tourism and sports industries, serving as the president, and the district party Committee Public Department, the District Audit Bureau, the District Development and Reform Bureau, the District Tax Bureau, the District Human Resources and Social Security Bureau, the District Culture, Radio, Television, Tourism and Sports Bureau as the members. The Committee is responsible for reviewing the application materials for supporting funds that have passed the preliminary examination of each town and street. The Review Committee has an office, which is located in the District Culture, Radio, Television, Tourism and Sports Bureau and is responsible for the daily work of the Review Committee.

　　Article 28 The office of the Review Committee issues guidelines for the application of supporting funds in July each year, specifying the application matters, conditions and procedures. Each town and street is responsible for accepting the application and the preliminary examination of the materials. If the applicant meets the acceptance conditions and the materials are complete, the office shall submit the review opinions to the review committee for review. After the review is passed, the list to be supported shall be put forward and publicized on the portal website. The publicity period is 5 working days. If there is any objection to the publicity, the review committee shall review it according to the procedures. If the content of the objection is found to be true after the review, the supporting qualification shall be cancelled. The office of the Review Committee shall give feedback to the applicant for supporting funds within 5 working days after confirming the truth of the objection. According to the results of publicity, the review Committee determines the name list of proposed support and reports it to the district government for examination and approval before publishing it to the public. Then the review Committee office will give support funds to eligible applicants.

　　Article 29 These Measures shall come into force as of the date of promulgation and shall be valid for three years.
