　　Implementation Measures on Promoting the Development of High-end Professional Service Industry in Zengcheng District

　　Chapter 1 General Principles

　　Article 1 In order to implement the work plan ofGuangdong-Hong Kong-Macau Greater Bay Area Development Plan Outline on accelerating the development of modern service industry, to comprehensively improve the development level of high-end professional services in Zengcheng district, these Measures are formulated in accordance with the relevant requirements of the Opinions of the General Office of Guangzhou Municipal People's Government on Accelerating the Development of High-end Professional Services (Sui Fu Ban Gui [2018] No.22) and in combination with the actual situation of Zengcheng district.

　　Article 2 The high-end professional services supported by these Measures can be divided in thirteen categories, including the Internet and related services, software and information technology services, legal services, accounting and auditing and tax services, consulting services, advertising services, human resources services, conferences and exhibitions and related services, scientific research and technology services, scientific and technological innovation services, organization and comprehensive management services, cultural and sports creativity and entertainment, and other services, etc. For the specific industry catalogue, please refer to theClassification of Key Development Areas of High-end Professional Service Industry in Zengcheng District.

　　Article 3 These Measures shall apply to high-end professional service enterprises and institutions who registered their business, paid taxes and contributed to statistics in Zengcheng district, and promised not to move out of the district, not to change their tax payment obligations in the district, and not to reduce their registered capital within 10 years. If the supported enterprises or institutions violate their commitments, the support funds that have been distributed will be taken back. New branches, change of name, business splits or investment promotion projects of the original enterprises that fail to meet the promised requirements are not included in the scope of policy support.

　　Article 4 The funds required for these Measures shall be arranged by the district-level finance as a whole. TheDistrict Bureau of Science and Technology, Industry, Commerce and Information, the District Bureau of Finance, the District Bureau of Audit, the Development and Reform Finance Bureau of Zengcheng Economic and Technological Development Zone and the Town and Street Economic Offices shall jointly do a good job in fund management and supervision according to the division of responsibilities.

　　Chapter II Policy Contents

　　Article 5 Speed up the Introduction of Domestic and International High-quality Enterprises

　　(a) For high-end professional service enterprises newly registered in the current year and included in the statistics of enterprises above the scale in that year, one-time awards of 80%-100% contribution to the local economic development of the district shall be given respectively according to its operating income in the year of application.

　　(b) For high-end professional service enterprises registered or moved in the previous year and included in the statistics of enterprises above the scale in the current year, one-time awards of 60%-100% newly added contribution to the local economic development in the district will be given respectively according to the newly added operating income in the year of application.

　　(c) For high-end professional service enterprises with newly added revenue of more than RMB 500 million yuan in the current year, a one-time reward of 100% new added contribution to the local economic development in the district will be given, with no maximum reward limit.

　　(d) For high-end professional service enterprises newly registered in the current year and included in the statistics of enterprises above the scale in that year, if they are recognized as national (global) headquarters at the district level or district headquarters at the municipal level, according to the newly added operating income in the current year, they will be given a one-time award of 100% newly added contribution to the local economic development in the district, with a maximum of not more than RMB 100 million yuan.

　　Article 6 Cultivate High-quality Key Enterprises to Get Bigger and Stronger

　　To promote the accelerated development of high-quality key enterprises, for high-end professional service enterprises whose operating income reached RMB 50 million yuan in the current year and increased by more than 20% year-on-year, according to their operating income of the current year, they will be given a one-time award of 50%-100% contribution to the local economic development of the district, with a maximum of not more than RMB 50 million yuan.

　　Article 7 Support of Office Space to Key Enterprises

　　(a) For high-end professional service enterprises newly registered in the current year and included in the statistics of enterprises above the scale in that year, 80% of their rent will be given as subsidies for the current year, while 60% for the second year and 50% for the third year, according to the area and time of the office space leased by the enterprises in the district.

　　(b) For high-end professional service enterprises registered or entered the park in the previous year and included in the statistics of enterprises above the scale in the current year, whose revenue increased by more than 10% year on year, 50% of rental subsidy for the current year shall be given according to the area and time of office space leased by the enterprises in this district.

　　(c) A one-time subsidy of 10% of the actual amount shall be given to high-end professional service enterprises newly registered in the current year and included in the regulations and statistics in the current year, who purchased office space in the district in the current year or the following year.

　　Enterprises with office sublet are not allowed to apply for subsidies, and the maximum rent or purchase subsidy for a single enterprise shall not exceed RMB 3 million yuan. For particularly important investment promotion projects of high-end professional service industry, the district government will give a certain area and time limit of office space for rent free.

　　Article 8 Strengthen the Cultivation of Talents in Key Enterprises

　　(a) High-end professional service enterprises newly registered in the current year and included in the statistics of enterprises above the scale in that year, or high-end professional service enterprises whose operating income reached RMB 30 million yuan in the current year and increased by more than 10% year on year will be given the following support.

　　1. For overseas high-end talents (including Hong Kong, Macao and Taiwan, the same below) with an annual taxable income of more than RMB 300,000 yuan, full financial subsidies (including municipal incentives) shall be given according to 15% of their personal income tax paid in Zengcheng district that exceeds their taxable income.

　　2. Non-overseas high-end talents with an annual taxable income of more than RMB 500,000 yuan shall be rewarded according to 50% of their contribution to the local economic development of Zengcheng district in that year.

　　3. Give a certain amount of post subsidy to the newly recruited employees who settled in the district that year, including RMB 10,000 yuan for full-time undergraduate students, RMB 15,000 yuan for full-time graduate students and RMB 30,000 yuan for full-time doctoral students.

　　(b) A one-time award of RMB 20,000 yuan, RMB 30,000 yuan and RMB 50,000 yuan will be given respectively to who have recruited by high-end professional service enterprises and settled in the district in that year and obtained the professional qualification of senior technicians (refer to the Guangzhou Professional Catalogue of Introduced Technical and Skilled Talents (2019)) and the professional titles of deputy senior and senior.

　　The above rewards or subsidies shall be allocated according to the current year's revenue of the enterprise.

　　Article 9 Support the enterprises in Zengcheng district to create excellence rating

　　High-end professional service enterprises in Zengcheng district are supported to strengthen brand building and they are guided to carry out excellence rating. For high-end professional service enterprises in Zengcheng district that have won policy excellence rating awards according toOpinions of the General Office of Guangzhou Municipal People's Government on Accelerating the Development of High-end Professional Service Industry,etc., they will be given corresponding awards according to the ratio of 1: 1.

　　Article 10 Promoting Enterprises to Speed up Listing and Financing

　　(a) A one-time support of RMB 1 million yuan will be given to high-end professional service enterprises in the district after the domestic securities regulatory department formally accepts and issues their listing application materials; A one-time support of RMB 5 million yuan will be given to high-end professional service enterprises in the district that have successfully listed on Shenzhen Stock Exchange or Shanghai Stock Exchange.

　　(b) A one-time support of RMB 2 million yuan will be given to high-end professional service enterprises in the district after successfully listing on the Hong Kong Stock Exchange or other overseas stock exchanges.

　　(c) A one-time support of RMB 1 million yuan will be given to high-end professional service enterprises in the district that have listed on the National Equities Exchange and Quotations.

　　Article 11 Accelerate the Agglomeration and Development of High-end Professional Services

　　(a) For the new introduction of more than 10 high-end professional service enterprise legal persons in that year, the business parks or buildings with enterprises included in the statistical enterprises reaching a certain number in that year will be given a one-time award:

　　1. If more than 5 new enterprises were included in the statistics in that year, a one-time award of RMB 500,000 yuan will be given to the investment promotion carrier;

　　2. If more than 10 new enterprises were included in the statistics in that year, a one-time investment promotion carrier reward of RMB 1.5 million yuan will be given;

　　3. If more than 20 new enterprises were included in the statistics in that year, a one-time award of RMB 4 million yuan will be given to the investment promotion carrier.

　　(b) For the professional service industrial parks approved and recognized by national, provincial and municipal level in that year, they will be given respectively RMB 2 million yuan, RMB 1 million yuan and RMB 500,000 yuan as operational support each year within 3 years from the date of operation, mainly for the public service platform, infrastructure and equipment investment, information construction, operation management, publicity and promotion of the park.

　　(c) Special subsidy funds of Guangzhou will be undertaken every year, focusing on leading industries, to promote the planning and construction of the professional service industry gathering platform. And the fund is mainly used for building public service facilities for gathering platform, information transformation and publicity, rental subsidies for small and micro enterprises and other expenditures, and promoting the formation of professional service industry gathering platform with a "gathering of key enterprises with own characteristics".

　　Article 12 Support the Rapid Development of Investment Promotion Intermediaries

　　Encourage investment promotion intermediaries registered in Zengcheng district to speed up the introduction of high-end professional service enterprises:

　　(a) For investment promotion intermediaries that newly introduced in projects in that year and promoted the enterprise to be newly included in the statistics, 10% of the newly added contribution of local economy of the enterprise in that year will be rewarded to the intermediaries. This reward can be accumulated, with a minimum of RMB 20,000 yuan and a maximum of RMB 2 million yuan.

　　(b) For the investment promotion intermediaries that introduced more than 5 new enterprises in that year and promoted the enterprise to be newly included in the statistics, a maximum of RMB200,000 yuan will be given as additional reward.

　　Article 13 Optimizing the Atmosphere for Industry Development

　　(a) Support the development of high-end professional service industry associations, industry alliances and other social organizations, by giving RMB 100,000 yuan reward to every industry association newly established and approved by the civil affairs department of the year.

　　(b) If the trade association carries out more than 2 activities for service member enterprises in the district every year (subject to verification by the District Federation of Industry and Commerce, the same below), subsidies shall be given at 40% of the actual expenses incurred; if more than 6 activities have been carried out, 50% of the actual expenses will be given as subsidies. A trade association can accept a maximum annual support of RMB 200,000 yuan.

　　(c) For high-end professional service industry associations or leading enterprises that host (undertake) international or national professional exhibition forums in the district with the consent of the district competent department, support shall be given within 50% of the actual expenses incurred, not exceeding RMB 500,000 yuan.

　　Article 14 Strengthening Supporting Services for Enterprises

　　For qualified high-end professional service enterprises, they can enjoy supporting services such as discount loans, schooling of employees' children, household registration of employees, and housing security for talents in accordance with relevant policies and regulations of Zengcheng District. (The above supporting services shall be implemented according to theTwenty Measures for Serving Enterprises in Zengcheng District)

　　Chapter III Supplementary Provisions

　　Article 15 The expressions as "reaching", "above" and "not exceeding" involved in these Measures all include the original amount. The operating data and reward amount involved use RMB as the unit, and the calculation of reward or subsidy shall be accurate to 1,000 yuan.

　　Article 16 This support policy and other similar policies in the district shall not be enjoyed repeatedly. If one project is eligible to other similar support in Zengcheng District, the reward with the highest amount shall be implemented instead of repeating rewarding. The total amount of supporting fund that one project can enjoy shall not exceeding in principle its contribution to the economic and social development of the district in the current year.

　　Article 17 For high-end professional service projects that have made significant contributions to local economic and social development, the district government shall give special support in accordance with the method of "One enterprise, One policy, One matter, One discussion".

　　Article 18 TheseMeasures shall be implemented as of the date of promulgation and shall be valid for three years. The specific management matters involved shall be subject to the application guidelines issued every year. When the validity period expires or the implementation conditions change significantly, it will be evaluated and revised according to the implementation.
