Notice of Printing and Distributing Measures for Implementing Guangzhou Talent Green Card System in Zengcheng District  

To township governments, sub-district offices, and related units,

  Measures for Implementing Guangzhou Talent Green Card System in Zengcheng District has been approved by People’s government of Zengcheng District and is hereby issued. Please comply and implement. If there’s any problem encountered during the execution, please report directly to Bureau of Human Resources and Social Security of Zengcheng District.

Measures for Implementing Guangzhou Talent Green Card System in Zengcheng District

  Article 1:In accordance with the Notice of the General Office of Guangzhou Municipal People's Government on Printing and Distributing Guangzhou Talent Green Card System (Sui Fu Ban Gui [2023] No.10) and in combination with the actual situation of Zengcheng district, these implementation rules are formulated.

  Article 2:Talents who meet the requirements of Article 4 of the Notice of the General Office of Guangzhou Municipal People's Government on Printing and Distributing Guangzhou Talent Green Card System (Sui Fu Ban Gui [2023] No.10) can apply for the Guangzhou Talent Green Card A Card according to the relevant procedures.

  Article 3:Outstanding talents from domestic and overseas who are non-Guangzhou household registration holders and are starting a business or working in Zengcheng District of Guangzhou can apply for the Guangzhou Talent Green Card B Card according to this implementation rules.

  Article 4:Applicants for the Talent Green Card B Card must meet the following basic conditions:

  1.Abide by the Constitution, laws and regulations of the People's Republic of China.

  2.There shall be no conduct that endangers the unity, security, honor and interests of the People's Republic of China.

  3.Be of good conduct, honest and trustworthy, have good professional ethics, abide by public order, and respect social ethics.

  Article 5:Talents who meet the requirements of Article 6 or Items (1), (2), and (3) of Article 5 of the Notice of the General Office of Guangzhou Municipal People's Government on Printing and Distributing Guangzhou Talent Green Card System (Sui Fu Ban Gui [2023] No.10) can apply for the Guangzhou Talent Green Card B Card according to the relevant procedures.

  Article 6:Talents who start a business or work in Zengcheng district for more than 2 months (including 2 months) every year, have legal residence in Guangzhou, and meet one of the following conditions can apply for Guangzhou Talent Green Card B Card:

  1.High-level talents identified, selected or verified by Zengcheng district, including:

  1.1High-level talents in Zengcheng district identified or selected according to

  the talent policy clauses issued and implemented by the Organization Department of the CPC of Zengcheng Committee (District Committee Talent Work Leading Group Office).

  1.2Leaders of Zengcheng District's innovation and entrepreneurship leading teams and innovation and entrepreneurship service leading talents selected through talent policies implemented by the District Bureau of Science and Technology, Industry, Commerce and Information or the Science and Innovation Bureau of Zengcheng Economic and Technological Development Zone.

  1.3Talents with full-time general higher education postgraduate qualifications

  and master’s degree granted by the original "985 Project" or double first-class universities (Class A and Class B) ; or talents who have obtained a master's degree or above in postgraduate studies from foreign(overseas) universities ranked 301 to 500; or personnel who have obtained a bachelor's degree or above in undergraduate studies from domestic and foreign universities ranked 201 to 300. Applicants who graduated from domestic universities must have a full-time academic qualification from a general university and an equivalent degree. The university rankings are based on the world university rankings published by the authoritative university ranking lists of QS (Quacquarelli Symonds), The Times, US News, and the Academic Ranking of World Universities (ARWU) in the past three years (meeting any of the lists is acceptable).

  2.Currently holding senior management positions or technical backbone

  positions in the following five types of key enterprises:

  2.1The industrial construction projects among the annual key projects at or above the municipal level in this district and the headquarters enterprises of the previous year.

  2.2The top 50 key enterprises in the district in terms of industrial output value last year.

  2.3Enterprises ranking in the top 10 in wholesale, retail, accommodation and

  catering, and profit-making service industries in Zengcheng district in the previous year.

  2.4No more than 20 major investment promotion projects in Zengcheng district

  last year.

  2.5Persons in charge of human resources institutions which introduced in a total

  of more than 10 high-level talents identified or selected at the provincial level (administrative region) and above from somewhere outside the district last year.

  The departments responsible for providing the list of key enterprises or key projects mentioned above must submit the list of key enterprises or key projects of the previous year in writing to the District Bureau of Human Resources and Social Security before January 31 of the declaration year. The list of Category Ⅰ enterprises  in this item is provided by the District Development and Reform Bureau, the list of Category Ⅱ enterprises is provided by the District Statistics Bureau, the list of Category Ⅲ enterprises is provided by the District Bureau of Science and Technology, Industry, Commerce and Information, the list of Category Ⅳ enterprises is provided by the Investment Promotion Bureau of Zengcheng Economic and Technological Development Zone, and the list of Category Ⅴ enterprises is provided by the District Bureau of Human Resources and Social Security.

  Senior management positions personnel are required to be the deputy president of the unit or above and have a full-time bachelor's degree or above. Technical backbone personnel are required to provide the work experience and performance certificate of the technical backbone and a domestic associate senior professional technical qualification certificate, or a domestic senior technician certificate. High-level talents at or above the provincial level refer to talents selected for major talent projects (plans) at or above the provincial level.

  Article 7: Applicants who meet the application conditions of Item (2) of the first paragraph of Article 6 of these implementation rules shall apply to the district industry competent department through key enterprises. The competent department for the first type of enterprises is the District Development and Reform Bureau, the competent department for the second and third types of enterprises is the District Bureau of Science and Technology, Industry, Commerce and Information, the competent department for the fourth type of enterprises is the Investment Promotion Bureau of Zengcheng Economic and Technological Development Zone; the competent department for the fifth type of enterprises is the District Bureau of Human Resources and Social Security. The district industry competent department shall verify the situation of key enterprises and their applicants and provide review opinions, and report the verification situation and opinions in writing to the District Bureau of Human Resources and Social Security. After review and approval, District Bureau of Human Resources and Social Security will notify the applicant to complete the application for the Talent Green Card B Card according to the relevant guidelines.

     Article 8:For applicants who meet the application conditions of the implementation rules, the application procedures for Guangzhou Talent Green Card A card and B card, the treatment content that cardholders can enjoy, the change, renewal and reissue of Talent Green Card and other relevant contents shall be implemented in accordance with the relevant provisions of the Notice of the General Office of Guangzhou Municipal People's Government on Printing and Distributing Guangzhou Talent Green Card System (Sui Fu Ban Gui [2023] No.10).

  Article 9: These implementation rules will be implemented from the date of issuance, and their validity period is consistent with the Notice of the General Office of Guangzhou Municipal People's Government on Printing and Distributing Guangzhou Talent Green Card System (Sui Fu Ban Gui [2023] No.10). If there are provisions in the relevant policies and regulations issued by the state, province, and city, such provisions shall prevail.
