Upon approval of the district government, we hereby issue to you the Provisional Measures for Service Assurance of Outstanding Medical and Health Talents in Zengcheng District,Guangzhou City. Please conscientiously implement these measures. Any issues encountered during implementation should be reported directly to the District Health Bureau.

Provisional Measures for Service Assurance of Outstanding Medical and Health Talents inZengcheng District,Guangzhou City
Article 1: In order to enhance the level of medical and health services in our district and attract outstanding medical and health talents to work in Zengcheng, these service assurance measures are formulated.
Article 2: The district health administrative department is the principal authority responsible for coordinating and implementing the service assurance of outstanding medical and health talents. Other departments, including organization, human resources and social security, finance, housing construction, taxation, etc., perform their duties in providing guidance, supervision, inspection, financial support, housing support, and other related tasks.
Article 3: The term "outstanding medical and health talent" as used herein refers to individuals who have worked in Zengcheng District's medical institutions for more than two-thirds of the working days in a year, are currently key personnel or primary management staff in their units, and have shown excellence. Among them, key personnel in medical business must hold a deputy senior-level professional title or above.
Article 4: Outstanding medical and health talents who wish to enjoy the service assurance under these measures shall also meet one of the following conditions:
(I) Former heads of departments or discipline leaders in provincial-ministerial hospitals, provincial capital city hospitals, or university-affiliated tertiary hospitals. (II) Holders of titles such as National Master of Medicine, Pearl River Scholar, Qihuang Scholar, national, provincial, or vice-provincial renowned doctors (including traditional Chinese medicine).
(III)Current chairmen or vice-chairmen of specialty branches of the Chinese Medical Association, China Association of Chinese Medicine, Chinese Preventive Medicine Association, Chinese Medical Doctor Association, and their provincial branches.
(IV) High-level talents rated by the Zengcheng District Talent Work Leading Group.
(V) High-level medical talents introduced according to the "Introduction and Management Measures for High-Level Medical Talents in Zengcheng District".
(Ⅶ) Individuals who have introduced or developed new technologies that fill gaps in Zengcheng District and have made significant contributions to the development of medical services with evident results and social benefits.
(Ⅷ) Hospital management talents who adhere to the people-centered development philosophy and have made significant contributions to promoting high-quality hospital development and reform.
Article 5: After evaluation and recognition as an outstanding medical and health talent, the individual will enjoy the following benefits:
(Ⅰ) Performance Rewards. An annual performance reward not exceeding 4% of the taxable annual salary (labor remuneration) is provided, borne by the Zengcheng District Finance; it is encouraged for the employing unit to offer additional rewards.
(Ⅱ) Rent-Free Talent Housing. If the outstanding talent and their spouse and minor children do not own property in Zengcheng District, they may apply for rent-free residence in talent housing not exceeding 80 square meters. For any area exceeding this limit, the talent must pay the corresponding rent to the property owner. The allocation of talent housing is determined by the district health department in consultation with the district organization and housing construction departments.
Article 6: The management of outstanding medical and health talents is subject to a quota system. Normally, the number does not exceed 15 per tertiary hospital annually, 10 for other third-level hospitals, and 2 for each secondary or lower level medical institution and public health institutions annually. In special circumstances, after reporting to and obtaining approval from the district government's deputy leader in charge, the quota may be increased.
Article 7: The evaluation process for outstanding medical and health talents in Zengcheng District is as follows:
(Ⅰ) Application: Annually, the district health department issues application notices. Medical institutions organize applicants to fill out application forms and provide relevant certification materials. Based on the allocated quotas and the basic conditions of the talents, units recommend personnel for participation in the evaluation of outstanding medical and health talents.
(Ⅱ) Preliminary Review: The district health department reviews the eligibility criteria of the recommended talents from various units.
(Ⅲ) Evaluation: For those who meet the conditions, the district health department organizes experts with high recognition in the district's medical field to form an evaluation committee to conduct evaluations and propose a list of suggested recognized talents.
(Ⅳ) Study: Led by the district health department, in conjunction with the organization, human resources, taxation departments, etc., they jointly review and finalize the list proposed by the health department.
(Ⅴ) Publicity and Announcement: After approval, the selected individuals are publicized for 7 days on the Zengcheng District government website and within their respective units. Following no objections, the district health department issues an announcement.
Article 8: The evaluation implements a recusal system. To ensure fairness and impartiality in the evaluation process, any evaluator who is a close relative of the evaluated person or has another relationship that could affect the fairness and impartiality of the evaluation should recuse themselves.
Article 9: During the evaluation process, if any evaluator or staff member violates these regulations or engages in other disciplinary violations, the district health department must immediately halt such actions, document them, and report to the discipline inspection department of the unit where the suspected violator works for handling according to regulations. Verified violators will be handled according to regulations by the discipline inspection department and will not be allowed to participate in talent evaluations again.
Article 10: Outstanding medical and health talents are reviewed annually and managed dynamically. If talents study abroad, settle abroad, resign, fail annual performance evaluations, violate laws or discipline, employers should promptly report to the district health department.
Article 11: In any of the following situations, the qualifications of outstanding medical and health talents will be revoked, and the district health department will cancel or reclaim the material benefits enjoyed and arrange for the return of rent-free talent housing:
(Ⅰ) Fraudulent academic or performance claims investigated and punished by relevant departments;
(Ⅱ) Obtaining qualifications through false materials;
(Ⅲ) Receiving party or administrative sanctions due to disciplinary violations;
( Ⅳ) Receiving criminal penalties;
(Ⅴ) Other circumstances unsuitable for continuing as outstanding medical and health talents.
Article 12: When outstanding medical and health talents and their spouses and minor children purchase property in Zengcheng District, they should promptly report to their employers and the district health department, and the district health department will coordinate the return of rent-free talent housing according to regulations.
Article 13: Outstanding medical and health talents and their units must provide truthful application materials and are responsible for the truthfulness, accuracy, and completeness of the materials. If false application materials are provided, upon verification, the application qualifications will be canceled, the material benefits reclaimed, and related responsibilities pursued. Depending on the situation, the next year's recommendation quota may be reduced.
Article 14: Funds for the outstanding medical and health talents project follow the principle of "whoever uses it, whoever is responsible", and are used exclusively for designated purposes. They are disbursed in the year following the evaluation and included in the annual budget compilation of both the district health department and the employing units of the talents.
Article 15: Rental fees for talent housing are included in the annual budget compilation of the district housing construction department. Specifically, the district health department compiles the annual demand plan for talent housing (housing area, number of units, etc.) and reports it to the district housing construction department for the preparation of the talent housing rental fund budget and the procurement of housing leasing services.
Article 16: The district health department will strengthen supervision and inspection of special funds, track and review already allocated funds, and pursue legal responsibility for abuses of power, dereliction of duty, favoritism, embezzlement, and misappropriation of funds; cases suspected of criminal activity will be transferred to judicial authorities for handling.
Article 17: Where outstanding medical and health talents simultaneously meet other support policies in the district, identical types of assurance policies will be implemented based on the principle of higher but non-repetitive benefits.
Article 18: The policy for rent-free talent housing under these measures shall be implemented in accordance with the corresponding policies outlined in the "Implementation Measures for Talent Housing Policies in Zengcheng District,Guangzhou City (Trial)". When housing sources cannot meet the standards that outstanding medical and health talents should enjoy, the government may adjust based on available housing sources, and the talents should comply with government arrangements.
Article 19: These measures come into effect from the date of issuance and are valid for 3 years.
